um, I don't know...something like this? THEREFORE we the undersigned petition the administrators of Wittenberg Forums; - To create a new forum space titled "Speaker's Corner"; a place where heated political debate and exchanges may occur freely.
and;
- To update the Wittiquette Guidlines to include a thread naming convention for use in the main Wittenberg board. This to serve as a content indicator for threads of particular themes. Suggested indicators are [POLITICS], [ROYAL], [MINISTRY], [CHANCERY].
and;
- In moderating Wittenberg to move [POLITICS] threads to speaker's corner if such threads begin to violate Wittiquette or end up containing posts filled with negativity, excessive hyperbole and/or heated rhetoric or if the thread participants are going back and forth and round in circles in their debate.

Labelling doesn't work. Seriously. BTDT. In a sane discussion environment, thread drift happens all the time. Sticking to the topic only happens in a formal organisation with no social interaction, just business.
I wouldn't want to create an area for politics. Politics is fine in most places. What isn't politics? What I want is a debating board to which threads can be moved when the heated arguments break out, a board to which we can ask people to take discussions that become slagging matches.

I envision it as a commenting board, partly, much like the Hallway between the Senate and the Parliament we had in the Republic, where people can start threads like "Xheraltescu's mad suggestion that women be disenfranchised", instead of making the incensed comment directly in the thread where he made the suggestion.
The Coffee-House?

Labeling all threads: meh
Banning all politics from witt: meh
A special board "speakers corner" for heated arguments: very good idea.

At which temperature will a debate be considered to be "heated" enough?

I mick Ian, GV and Carlüs - specifically "new board where threads which have gotten out of hand will be moved". I suggest the name THE THUNDERDOME. Two Talossans enter, one Talossan leaves!
