8th Convocation of the Provincial Assembly of Maritiimi-Maxhestic The results from this year's provincial elections, graciously conducted by M.T. Patritz da Biondeu, have yielded five seats for the RUMP and two seats for the CSPP. These parties have assigned seats to the following individuals. As Grand General Secretary from this past term and upon noting that a quorum has been assigned, I would request that the Assembly come to order and get to work. We have a very full agenda this term! As I see it, we should begin by electing a Grand General Secretary. Then we should, as a customary precautionary measure, request that the Grand Specific Undersecretary notify the Chancery that we desire them to conduct the next elections. After that, I believe the most pressing issue will be an inquiry into the recent election, which saw a massive fall in voter turn-out. I believe this assembly should ask for a general report from S:reu Biondeu on the election and his general assessment, and thereafter this body can ask questions as deemed necessary. Then, we should consider amendments to the Election Law, both in response to S:reu Biondeu (as needed) and also to permit the deputization of local party leaders in each term's Sticla. And of course we will decide how the next election will be conducted. Then, we should consider the issues of landmarks and naming that have been brought before this body informally in the past: do we want to name a new symbolic capital, and do we want to choose "home cantons" and name their subdivisions? And of course, there may be other business brought by other members of this Assembly that might be equally or more pressing. Let's get busy! It would be ideal if members could post to confirm that they are present and active.

I understand we are not yet fully organized (as we need a Grand General Secretary and some more seat appointments) but I'd actually like to give my feedback on this past election now, along with some recommendations/ideas.
I reviewed the difference between MMers voting in the General Election and the ones who voted directly for the Assembly. It is a big difference. I did everything I could with the resources I had in order to reach out to every MMer. I got a list of all e-mail addresses registered for our citizens and sent out a mass e-mail. I posted the call for votes on the "official" MM board. I also posted a call for votes on the standard Wittenberg board. If we are going to continue to do our own elections, I'd ask the Secretary of State to put a note in the National Ballot calling for MMers to vote by viewing such and such thread, or email such and such person to get provincial ballot.
Secondly, we need to update the information for MMers. We can only do so much if we do not have accurate contact information.
Thirdly, I actually think we should just abolish this system and instate a direct democracy (of sorts) system. Basically, every citizen has a seat. If they citizen is not interested in voting, they could either NOT vote or they can delegate their vote to another individual by publicly announcing the proxy, and publicly revoking it when they deem necessary. We should then just conduct internal elections for the Grand General Secretary during the standard National Election. Of course, we would then need to revise our voting procedures a little... say, give two weeks after a call for a vote. Wait out the two weeks, and then calculate the pass/fail rate based on those who actually voted. This would give everyone the opportunity to vote, everyone can be heard (even if by proxy), and we could avoid less headache in future elections. This would also encourage more people to be active... knowing that they have a direct say.
This is just my idea. Sorry for any grammar/punctuation/etc mistakes (typing from my phone is kind of hard). This is also not an official proposal yet, just bouncing out ideas!

If we do go to a direct democracy , as long as I am the Senator for M-M, I would vote "AUS" on any issue.

Thank you, S:reu Lundescu! It's such a weird coincidence that today does happen to be Maritiimi-Maxhestic Istuporaziua!
I appreciate the input of the M3 and his eagerness to begin. I will serve as GGS for the time being, until we hold a new election. It is pretty much ceremonial by design, so I hope there will be no objection to that.
M3, you recommend asking the Chancery to remind citizens and link them to the provincial ballot. The immediate question is, then: why not simply have the Chancery collect the votes? Presumably the SoS did not have special updated email addresses, so the issue must be that the national ballot has more importance and prestige to Maritiimi-Maxhestians than their local ballot (which is strange, but perhaps true). It was wonderful to be our usual groundbreaking selves and be the first to unshackle our election, but maybe it's just not worth it at this stage, and we can chalk it up to a learning experience.
I am strongly opposed to switching from a representative democracy to a direct democracy, which would reward voters with more political power the more closely they follow our internal affairs. Last term we had a dozen people who wanted to be represented in the local government but didn't want to have to attend to Assembly proceedings, and so they voted in members of a party. If we switch to direct democracy, then either we will find it impossible to ever obtain a quorum of votes and never hold a successful vote, or (if we eliminate quorum rule) we will make activity the sole arbiter of power, rather than the democratic will of the people. Anyone who wishes a seat can obtain one to represent themselves for free: posting a Sticla has no cost, and so you could register the Biondeu party and represent yourself.
