[ZRT CONVENTION] Proposals for ZRT Manifesto

While we wait for our Convention Chair to take his seat, I'll just upload a few documents that we can discuss... Questions? Comments? Suggested amendments?

SUGGESTED PROPOSALS FOR OUR MANIFESTO

1. Democratization:

a) A compulsory secret ballot, rather than the optional one introduced by recent legislation. (carried forward from last manifesto)

b) Mandatory candidate lists for Cosâ elections. (carried forward from last manifesto)

c) The government to deliver a financial report at the end of each Cosa term, to provide a starting point for the next term's budget. (suggested by Carlüs Xheráltsëfiglheu)

d) ZRT provincial representatives to support their provinces to shift to a Direct Democracy / Athenian democracy framework, such as already exists in Fiôvâ and has been suggested for Vuode. (suggested by E. D. Ürsüm)

e) The OrgLaw is bloated to the point that it has to be amended virtually every Clark because everything important is in there. EITHER:
i) A Constitutional Convention. (suggested by Gödafrïeu Valcádac'h) OR:
ii) A programme of "sllmming down" the OrgLaw, leaving it with only the basics of government - for example, moving electoral law into statute law. (suggested by Miestrâ Schivâ).

f) The ZRT will support no government which includes members of the RUMP, until such time as the RUMP has been out of government for at least one Cosâ term." (suggested by Miestrâ Schivâ)

2. De-monarchisation:

a) A Talossan Legal Code Act would be implemented in order to codify the Statutory Law into a format that is both easily referred to and ‘articles’ easily located. This job would be taken over by agents of the elected government, from the people in the Royal Household who are currently (not) doing it. (carried forward from last manifesto)

b) The royal house has no business in most of what it has. Eliminate everything but the College of Arms from Royal authority - for example, the Chancery to become an independent branch of Government, the University of Talossa devolved to a provincial government, etc.. (suggested by Sariah Gipson)

c) A popular initiative option to remove an incompetent monarch as well as the current Ziu-based one. (suggested by E. D. Ürsüm)

3. Foreign Affairs:

a) simple abolition of the Semi-Permeable Wall Act; failing that, support of the current MRPT programme for amendment. (carried forward from last manifesto)

b) opening the possibility of diplomatic relations with other (serious) Talossa-like entities. (suggested by M. Guerrilla, whose Talossan name I temporarily forget)

c) We should have a neutral and informative presence on micronational forums, and the King should do a Reddit AMA. (suggested by E. D. Ürsüm)

4. Culture:

A Translator's Corps to be set up in consultation with CÚG, to ensure that all important documents are translated into (one of the accepted orthographies of) el glheþ talossán. (suggested by Miestrâ Schivâ)

I do not support this. So long as a provincial government allows the people to have the ultimate say in what goes on in their province, let's leave it at that. If a province wants representative government, let them have it.

Let's keep our focus on the federal government.

2. De-monarchisation

Let's put these Royal Powers into the hands of an Chancellor, elected each year and who cannot serve more than two successive terms and no more than three terms in six years. I would also have it to where no few than three people may serve as Chancellor in a period of eight years or so, but perhaps that is complicating things too much.

Of course, we will have to deal with situations of partial terms being completed. Of course, we could measure it by being elected instead of serving. Hmm....

I support it in principal, because there has been a tendency in provincial legislation for their respective legislators to become apathetic in terms of turning up to vote. With direct democracy, it tends to result in the active holding the legislative power - or rather, those who can be bothered to turn up.

Having said that, if the provinces want an inactive, boring, pathetic legislative body, by what right should we impose that they do things differently. My amendment to this is that instead of supporting legislation for a top-down reform imposing direct democracy by way of an act of the Ziu, we move that our members agitate for reform of their provincial electoral system in their respective provinces.

I disagree with being too brutal on the OrgLaw, and also recognize that a 'legal code' is actually currently in progress.

Regarding the Semi-Permeable Wall, it does not constrain individual liberty, only the diplomatic relations of the government; we want to go after the law that prohibits citizenship in micronations.

I don't support foreign relations with micronations (but do think that we should have a presence on their community message boards).

Not really a fan of GV's elected Chancellor. If we did want to go down this route, we could modify the OrgLaw rules concerning Regents.

An elected Chancellor = a half-assed President of the Republic. I would support this if and only if it was part of a compromise with the royalists to create a New Republic in form but not in name. I doubt they'd go for it, though.

Carlüs: your interpretation of the Provincial plank is the one which I support. I don't want an act of the Ziu, I want an agreement that ZRT members elected to provincial legislatures will push for direct democracy.

I'm not really a fan of diplomatic relations either. They shouldn't be illegal but I don't see the point, when informal ties of friendship and cultural exchange are perfectly adequate.

Legislate to allow the Ziu to step in to fill provincial offices, according to provincial law, when it is clear that the stipulations of that province's constitution have been neglected.

Item 16 by Evan Cuntainça

Introduce legislation stating that a single person cannot simultaneously be the head of a provincial government and the Cunstavál of a province.

Item 17 by Carlüs Xheraltescu

Agitate for necessary changes to the Organic Law so that the currently unelected position of Cunstaval is replaced with an elected position of the same nature, who will be appointed by the King following their successful election.

Item 18 by Miestrâ Schivâ

A ZRT-led government will call for an additional forum on Wittenberg, moderated but open to non-Talossans of good will who wish to engage with us, like the old "Landing Pier" on Witt-XII (the old Republican Witt).

As an inexperienced Chair, I'm unsure as to what counterposed means in this context. Voting për on one requires contrâ on the other or some such?

Yeah. Put them together as "EITHER [prop 9] OR [prop 15] OR neither". Number them as Props 9a and 9b to reduce confusion. Same goes for Props 5 and 6, which I had counterposed in my original.

I think you should be able to vote against both options. You vote one of: 5A, 5B, Contra to both, or Abstain.

there are monarchies with vacant thrones. hungary has since XI. cc a position of palatine, who is the steward/viceregent of kindgom, when the throne is vacant. in pre-war2 hungary, the palatine was head of state. it is a special position not to be misread as regent.
