Having reviewed the relevant provisions of the OrgLaw, and talked with various persons in both the Kingdom and the Republic, I'm proposing the following plan of action:
1) The Province of Maritiimi-Maxhestic to adopt such provisions to allow the creation of a local government in Census Tract 1874, with advance permission to the Ziu to subsequently make the canton in question into a Province.
2) The Province of Maricopa to adopt such provisions to allow Census Tract 144 to be assigned to a new province and Census Tract 143 to be assigned to Maritiimi-Maxhestic.
3) The people of the Republic to dissolve themselves and become citizens of Talossa, Maritiimi-Maxhestic, and Census Tract 1874.
4) The new citizens of Talossa/Maritiimi-Maxhestic/Census Tract 1874 to officially adopt a local constitution and establish a local elected government for their population of 10 or more persons.
5) The Ziu to pass an act creating a new province of Census Tract 1874, and appending to the new province Census Tract 144 and appending to M-M Census Tract 143.
6) The new province formally created, the Ziu then to adopt such legislation and such amendments as to adopt the existing body of Talossan law to the new case of eight provinces.

It would be a friendly gesture if Census Tract 1874 could be named Fiôvâ Canton and Census Tract 144 to be named Fiôva North Canton, but don't worry if that's a hassle.

Sounds good to me. As someone else a while back put it, M-M would exchange one densely-populated non-coastal area for another.

The great thing about Talossa: when you've been a Talossan for 15 years and counting, some corn-cob who's been here less than two months is allowed to call you a loser. Freedom of speech even for ill-mannered oafs!

Sounds good to me. As someone else a while back put it, M-M would exchange one densely-populated non-coastal area for another. Looking at the Census data . . . Census Tract 143 had a population of 2,297 in 2010, 2,181 in 2000, 2010 Census Tract 1874 has a total population of 2,341 (including the area across the river), while in 2000, Census Tract 153 had a population of 490. So, the result of swapping 1874 for 143 would be to increase the population of M-M by somewhere around 1,800 people, and presumably a proportionate share of housing units. The resulting M-M will have a population of 7,798. Minus its two southern cantons, Maricopa will still have a population of 8,957 (maybe slightly lower because a small part of 2010 tract 112 is part of 1990 tract 108). Fiôvâ will have approximately 3,000 people, based on the 2000 data for 153 and the 2010 data for 144.

I'll let the legal eagles advise on this, but it all sounds fine to me. It might be jumping the gun to have a canton-specific government, but it's of no matter to me if it's legal and it's what they want.

I believe that is sufficient, Organically speaking; the OrgLaw requires the consent of the province, not a public vote of the province, and the laws of M-M have been adjusted to consent.
Maricopa's got its referendum going.
The next action would appear to be #3, and the responsibility of the Republic. The Republic may want to wait on the completion of the Maricopan referendum, of course, just to be sure.
