Article IX: The Secretary of State, the Hopper, and the Clark
Section 9. Bills shall be submitted before the twenty-first day of the month, to the Secretary of State for consideration by the Ziu. Bills received after the twenty-first day of the month shall be published in the next Clark or postponed for one Clark, at the Secretary of State's discretion.
He missed the deadline by 2 days.

It occurs to me it might be more economical simply to enact something like "The name of the Province of Mussolini is hereby changed to Benito; but this change in name in no way affects the Province's identity." That way, it would seem, any reference to "Mussolini" would still be legally valid, and we wouldn't have to be amending the OrgLaw, fixing all the old statutes, etc. Right?

Certainly sounds good to me.... but in doing so I would think you'd still have to change the name on the KoT website, Witt, and anywhere else the name "Mussolini" is in everyday use. I agree though, amending previously written laws simply to change the name to Benito does seem a bit cumbersome. But either way, as long as the name is changed (in one way or another), I'm content.

I would think we could execute that simply enough with the directive from the Ziu to the administrator of Witt and the webmaster to change the provincial name. Basically the same way we're doing it with the proposed legislation.

Additionally... would it be at all possible for me to be added as a cosponsor as well? I don't want to make it seem like I'm just "hopping on the bandwagon" but as a citizen of Mussolini/Benito, and someone who's been working in collaboration with my fellow citizens on this, I'd like to work on the development and finalization of this bill as well, as well as help ensure it's written into law.

Your Majesty, that doesn't seem like it would be organic. The OrgLaw requires that any bill that seeks to amend any part of the OrgLaw or any statute must specifically identify the area or statue that would be amended. This seems a bar against a blanket mass change.

I believe His Majesty's proposal is Organic in that it does not actually ammend any laws. References to the former Mussolini are kept in the text but are interpreted to mean Benito.
