I now change my vote to PER on this. Although it hampers the chances of my bill, I'd still say that a vote cast is cast, there's no going back. Since you had originally pressed the 'AUS' button instead of simply not voting (like Eiric did initially by agreeing with the Bill but not casting his vote) it is not proper to allow it to be changed. This would cause a wrong precedent. .

Since it involves amending the constitution, this would require a 60% vote to pass. Since it only got 4 of 7 votes, it doesn't pass because that's only 57%.

Actually, as your Constable, here is what is happening on this one: - The resolution passed into law, as provided for by Article 8 of the provincial Constitution.
- According to Article 11 thereof, as your Governor-General, I have the power to veto its passage into law, though. I hereby inform the Cabana that I do not choose to exercise that power (see the note below, though).
- Since this resolution is an amendment to the Constitution (affecting Article 6), Article 16 now comes into play, and it must be approved in referendum of the Maricopan electorate with 60% of those participating voting for it.
- Once that referendum has been completed, it would be my duty to at some point thereafter proclaim the modification to the Constitution on the King's behalf (unless His Majesty chooses to do so himself).
NOTE: I have considered that the bill as presented (not even mentioning the Constitution or the fact that Article 6 would need to be changed, but instead simply asserting that the people claim a different flag than their Constitution tells them to) may be vetoable by me on the grounds that it is unconstitutional. However, I will trust that when presented to the people in referendum, the question will be properly adjusted to indicate that what is being done here is not a proclamation that the people are defying their constitution but that they are amending it. At least I hope that's what you guys are doing, even though what you just passed says otherwise?? Hool P.S. The Florencian flag RULZ!
