What is it and is it any different than Regular Talossan? Is it a dialect-ish sort of English?

Yes, it's a dialect of English, as opposed to regular Talossan, which is a whole different language. Talossan English is basically a mix of American English and British English (spelling tends to be more like British English) with some words and idioms unique to Talossa.

Where could one learn this language? Here's a good place to start, although it's a wee bit out of date.
