I would say it comes down to a basic concept.
For the Cosa - it's a validation of a Party. "We want this group to represent all of our Kingdom." I can understand for many reasons why they might be required to pay a "filing" fee.
For the Senate - it's a validation of an Individual. "I want this person to represent my interests in my Province, as it relates to our Kingdom." I can't understand why a person has to pay a fee to validate that.
That is why I held/ hold Monthly forums with the Citizens of M-M to see how you want me to vote on Bills. And yes, if it came down to it- if you Citizens of M-M wanted me ( as their Senator) to vote against a Bill proposed by the RUMP - I would. I am your Senator because of who I am. Not because of what Party I night belong to.
The Cosa represents the Parties. The Senates represents the Citizens of the Province.
I should not be required to pay a fee to represent you.
