Whereas, the current constitution is defunct in maintaining provincial activity

Whereas, without activity Our once great province has become a Ghost Province

Whereas, the current way of electing our government in ineffective under the current constitution and the constitution currently reads as:-

ARTICLE II. THE HOUSE of COMMONS and THE BAsBAKAN Section 1 Provincial lawmaking powers will be vested in the Atatürk House of Commons. The number of seats in the House of Common shall equal 10% of the number of seats in the Cosa. The allocation of the number of seats in the Cosa. Therefore, We the citizens of Ataturk formaly have voted and declared thay our constitution shall be changed to:-

ARTICLE II. THE HOUSE of COMMONS and THE BAsBAKAN Section 1 Provincial lawmaking powers will be vested in the Atatürk House of Commons. The number of seats in the House of Common shall equal
10% of the number of seats in the Cosa. The seats shall be allocated baced on a provincial election which shall take place at the same time as the National Elections. No individual in the house can be allocated more than 6 seats. The people wishing to run for election must come from an Established political party. No more than three people per party may run for election. The party which has the most elected members in the House of Commons shall form the majority government. If there is no clear majority a coalition may be formed or if one cannot be formed then we will re run the election in a second round. The elections shall first be performed by the Cunstival initial then there after by the Provincial Secretary
Section 2 Members of the House of Commons shall be Atatürkeys in good standing, at least fourteen years of age, and shall not have a criminal record in Talossa
Section 3 The House of Commons will elect one member of the House of Commons to be the Speaker of the Chamber and Executive of Atatürk, or the Basbakan, by a majority vote, also a Provincial Secretary The Basbakan will serve for the duration of a Cosa, unless removed by a two-thirds vote of the House of Commons. The Provincial Secretary will be in charge of co-ordinating provincial elections, keeping provincial records and conducts the votes in the Ataturk house of commons. If this is not met then Our Senator has the right to step in and appoint members from the members who are up for election. If the senator fails to do so after 7 days past the deadline then by an act of the Cosa, the cosa will appoint members from the candidates for election.

This is by the will of the Citizens of Ataturk and by the House of Commons of Ataturk.

I wish to also propose that the cunstival initialy host the first provincial elections until we set up a government and elect a provincial secutary who will then on conduct the forementioned elections

I don't think the Constitution is responsible for Provincial activity. It simply provides the framework for and facilitates the activity. The government is elected every time there is a General Election. The only "problem" is that nothing has happened now for two Cosas.

Parts of the bolded and enlarged part is not a terrible idea. The current constitution does not explicitly state when the provincial government is elected. It is only (fairly obviously) implicitly stated. This could be added. As for limiting the number of seats, that sounds fine too.

The people wishing to run for election must come from an Established political party. No more than three people per party may run for election. The party which has the most elected members in the House of Commons shall form the majority government. If there is no clear majority a coalition may be formed or if one cannot be formed then we will re run the election in a second round. The elections shall first be performed by the Cunstival initial then there after by the Provincial Secretary

This part makes almost no sense. What happens when only people from one party want to run? Right now there are only 20 seats. Under the max of 3 people and 6 seats rules above, only 18 seats would be filled.

And why are we complicating the process of filling the House of Commons? Complicated systems do not make people more active.

And what government? We're only taking about the House of Commons in this Article.

You mention a Provincial Secretary. We don't have a Provincial Secretary in the constitution.

This is by the will of the Citizens of Ataturk and by the House of Commons of Ataturk.

Lots to go over in this section. Each point has a large bolded number.

1. If you're making a new job, you have to amend the Article because it only mentions the House of Commons and the Basbakan.

2. I'm confused about the Provincial Secretary's job. If he conducts the votes, what does the Basbakan do? Also, your main complaint is that we're too inactive. Making a new job to fill will not solve your problem, it will just leave one more vacancy.

4. The Senator currently has no provincial authority. Nor do I think he should. He should be our representative in the Senate. We have a Cunstaval who has provincial authority.

5. Again, what members? And again, making more jobs does not make people more active.

6. The Cosa should have absolutely no sway in Provincial activity! I'm not even sure this part would be Organic. Inactivity can be and has been the will of the majority.

Firstly our province is first because the provinces are in alphabetical order.
And if you read that carefully i said the "current way of electing our government is ineffective" and that way is set out by our Constitution.

Also just because the bolding and whatnot looks better doesnt mean im able to do so. Because im using a phone im unsure how to (if possible) do that

Under the proposal to change the seats etc im saying that we get rid if the max of 20 seats. And instead have each person who wishes to become a member if the commons to stand for election and comes from an established political party. No member can attain more than 6 seats. However one party may end up holding more than 6 seats and which party has the most number of seats will become the governing party in the province.
And its the provincial elections which i hope will cause activity.

And yes i mention i Provincial Secretary which would be created upon this act. And what i mean by conducting votes is conducting the Provincial Elections for the commons and to conduct the elections for the Basbakan. (all votes to fill governmental positions basically)

And no you didnt miss anything. I had to copy and paste a big section of the constitution and just change what i wanted to change however i wanted to show the positioning of the changes aswell. But manly it was the copy and pasting part.

And the whole point of this bill is to ammend diffrent parts of the constitutional running of ataturk in one act. But this is all constitutional ammendments in this proposed bill.

And i understand you concern there but i feel that for reasons already stated we need a provincial secretary.

And i understand that. And the senatorial part was drawn to my attention earlier today. And i agree with the point and i shall remove it from the proposal.

And the said part on more members is just the Basbakan ect already set out in the constitution therefore no additional roles besides the provincial secretary shall be created. Also in addition to earlier provisions of piwer in the secretary. I also propose that if the commons have failed to nominate a potentional basbakan Ect then the provincial secretary shall have the right to appoint them. (The p.s. Shall be elected for a two year term and the cunstival shall run the p.s. Elections.)

And i belive that if a provinve fails to fill its goverments executive positions then the ziu (if no one else has managed to get them filled) should be able to correct this by appoinring them on a provinces behalf. And only as a last resort. But under my revised ideas of provincial secretary ect i dont belive that part is nessarcary.

The current way is not ineffective. It's practically automatic! Nothing has happened because nobody has acted.

Thank you for your answers. My opinion is that none of these proposed changes, save maybe limiting the number of seats per person to six, are necessary or smart. My reasons are listed in the previous post.

Your welcome. And i disagree on the basis i belive this could help provincial activity. There the pissibility it wond. But it wont do any harm to try i think. Because as i see it, the possible reward outways the cost.
