According to our wiki, about 2.5 months we have only acting Túischac'h. We should elect regular. Miestrâ Schivâ could do it, but if we want to live in rules, we should do normal elections.

Article VII of Fiova Constitution: Legislative power in Fiôvâ is exercised by the General Assembly of all citizens. The Assembly shall be chaired by a Túischac'h elected by the Assembly. A new Túischac'h shall be elected every time the office is vacant.

The General Assembly elected Miestra Schiva as a temporary replacement. That is to say that she's operating as Tuischac'h with legitimacy. Of course, if you wanted to put your name forward, I think Miestra would happily relinquish the position (or that's the impression I got in any case) .

Well, the procedure was followed correctly, so there's no need to worry. I am aware, however, that Miestra doesn't want to hold on to the position indefinitely.
