My fellow members of the Constructional Convention-
Thanks to the hard work of citizen Eðo Grischun, we now have a framework for a new constitution of Vuode. I believe that this constitution, not unlike what we have in the national government of the Kingdom of Talossa, is clear and helps us define the newly forming State. It is short; it is simple; and it allows the province to function with both a small and large population. It merely lays outs the functions of State and leaves other functional aspects to be decided by law. I encourage us to finish putting the final touches on this new document and to move to pass it immediately.
Nevertheless, at the moment, we are the government of Vuode. Certain functions of the constitution require laws in place for us to have a smooth election in a few months. Also, I do not wish to add language in the constitution to recognize our authority prior to the formation of the first Estates General. Therefore, with the dissolution of the previous constitution, the establishment of the constitutional convention, with the understanding that the Constitutional Convention is the sole government of Vuode, and because we need to get stuff done, I move that we grant the Constitutional Convention provisional government status with the ability to pass legislation. The provisional government will cede all power to the new constitution upon adoption. If we are to go ahead with the new constitution, this upcoming election, even though we are voting for it, we shall hold our election along the guidelines of the constitution so that the new constitution comes into force with the first Estates General. Any laws passed by the provisional government will remain in effect after the adoption of the constitution, unless otherwise stated. Finally, if we fail to pass a constitution with a simple majority, the previous constitution will come back into effect and we re-declare a constitutional convention. In such a case, the laws passed by this provisional government will no longer be in effect.
If we are in agreement, I now point you to a few acts I think we will need in place for the new constitution to function properly:

The Let's Have A Party Act
Whereas Article III Section 6 stipulates that the definition of a party is to be defined by provincial law,
Whereas Article II section 5 stipulates that the Cunstaval be charged with registering political parties, and it would be nice if the Cunstaval knew how to register and certify political parties
Whereas it is important to clearly state what is and what is not a political party,
Whereas to ensure a smooth transition from the Gavárþic'h Constitution to the Grischun Constitution, it is important to have all necessary laws in place prior to the first election,
Therefore a political party is to be defined, for the purpose of elections and governance within the Province is The United Provinces of Vuode and Dandenburg, as a political club made up of one or more individuals. National parties are not recognized as political parties in The United Provinces of Vuode and Dandenburg unless a citizen of The United Provinces of Vuode and Dandenburg registers that party according to provincial law. To qualify for an upcoming election, a political party must register thirty days prior to the start of an election with the provincial Cunstaval. The Cunstaval will then certify that the party is made meets the minimal criteria for political party status in the Province is The United Provinces of Vuode and Dandenburg. Upon certification, the Cunstaval will notify the political party and population of Vuode any means of acceptable communication. A political party may set itself up as it sees fit and may assign seats in accordance with applicable constitutional law and provincial statue.

The Let Us Define Ourselves Act
Whereas it is important for a province to have a clear flag, coat of arms, motto, and anthem;
Whereas the United Provinces has a long history of icons with which it has identified;
Therefore the flag of United Provinces shall continue to be its historical flag, used prior to the adoption of the Grischun Constitution; the Anthem of the United Provinces shall continue to be 'N Regeu Xhust (A Just King); the Coat of Arms will continue to be the historical Coat of Arms; and the motto of the United Provinces shall continue to be, 'Hic Habitat Rex' translated as 'The King Lives Here' in English or 'El Regeu Þavita Aici'.

Whereas the United Provinces of Vuode and Dandenburg has failed to maintain a record of its laws;
Whereas we respect the rule of law and recognize the necessity to have laws clearly stated and available for any citizen to read;
Therefore all laws passed prior to the Grischun Constitution and the Provisional Government of the Constitutional Convention of 2012 are declared null and void unless otherwise stated.
