I would like, therefore, the Capitán to formally declare that, if this election is tied between 2 or 3 candidates, then another, secret ballot vote will be held to decide Fiôvâ's first Senator. (Note that this means that if two are tied and one is behind, then only the top two go to the secret ballot, just to make it clear that this is a supplementation not a subversion of the Federal electoral system.)
If so, I would then advise all those Fiôvâns who haven't voted yet to vote (or abstain) so as to produce a tied vote between the candidates of their vhoice.

And I hope our brandnew government will not try to tell the voters how they have to vote. That would just add yet another obscenity to the open ballot election: "Vote like we want you to vote, and remember: We can see how you vote", brrr.

If we conduct a secret ballot election to choose between the two leading candidates (assuming that neither will have more votes than the other), there's no way that anyone could do this.

Well, the advice to deliberately produce a tie is putting the electors under moral pressure, while you can't fix something that is broken (the open ballot thing) by adding just another glitch.
