Just add to the above -
As the Squirrel King noted, once you become a Citizen, he will then notify the Dean of the College - The Penzance Pursuivant ( who also happens to be me, conveniently enough!) .
At that point, I will select a Fellow of the College to assist you with your CoA. The Fellow will then work with you to make sure the design of your CoA meets your expectations, portrays what is important to you, and finally meets the criteria established by the College.
So, at this point, we need to hold off discussion about a specific CoA, until the Fellow who has been assigned to your request can address your design.
If you have general questions, I would be happy to answer them for you, or perhaps point you in a direction so that you may explore the "Wonderful World of Heraldry" yourself.
I'm looking forward to your Grant of Citizenship, so we can get started!

No, tenne should be allowed. It is generally discouraged because it isn't one of the "core" colours. But exceptions can be made. Indeed, the rules of heraldry allow for any shade of a colour or metal, so perhaps orange could be a shade of "gold".

Yes and no, but in the end kinda yes. Under the rules adopted by the College of Arms, tenne and purpure and bleu-celeste are not countenanced on arms, as they are recognised as simply shades of the other tinctures. So, yeah, what you said, but the blazon would read "or" (or, in those other cases, "azure").
That said, Lookout Fellow, he of the interest in Vexillology, bleu-celeste is obviously permissible in that discipline, since it appears on the flag of Pengöpäts. Once you get the Department of Vexillology all up to snuff and stuff, I will also feel less stupid when I poke my head into threads like that one about the Fiovan flag.
(Note, I said feel less stupid, not that I would be less stupid.)
