What are the borders of Fiôvâ? Is it the river to the west and south? Do we get any shoreline on the Mar? I thought there was talk about getting parts of Maricopa?
Or am I putting the cart ahead of the horse?

Not that it's a particularly "good" map, but it gets the basic function done and I wasn't trying for aesthetics.
Dark blue is the Milwaukee River, light blue is the Mar Talossan; gray is the United States.
1874 (the number is the 2010 US census tract number) is the bit Fiova gets from MM; 144 is the bit Fiova gets from Maricopa; 143 is the bit MM is getting from Maricopa.
Fiova will have lots of river frontage, but no shoreline on the Mar.

Oh! Now that you explained it a little better, I get it. Sometimes I can be a little slow. So the northern border would be Juneau Ave.? And the east side is Harbor to Mason, Mason to Van Buren?

I think Maricopa better watch itself — it's treading very close to challenging Florencia for the title of "nacho-shaped province". As Governor of Florencia, I want to put the Maricopa Cabana on notice that we Florencians have our eyes on you. Don't even think about it. (Even though, yeah, I guess nachos are more Maricopan in nature than Florencian, but that's not the point!)

The east border is actually Lake Fwy north to North Lincoln Memorial, North Lincoln Memorial north to Mason, Mason west to Prospect, Prospect south to Wisconsin, Wisconsin west to Van Buren, then Van Buren north to Juneau.
