This is my attempt at making sense of the details of what is going on.
This is not an official message of any sort. Purely my speculations and questions only...

2. Maricopa approval of the Perþonest Plan as outlined in personal.jargon-file.org/newtalmap3.png
Status: DONE-IN-ALL-BUT-NAME: talossa.proboards.com/index.cgi?action=display&board=maricopa&thread=6201&page=1#63161
It will become official two days from now (14 March 2012).
3. Republic of Talossa approval of the Perþonest Plan as outlined in personal.jargon-file.org/newtalmap3.png
Status: NOT-YET-APPROVED-FORMALLY, but everything points to that being a done-deal by early-to-mid April 2012.

Currently, our 'Reunision Declaration' has been proposed officially and is in the seven-day amendment phase. Said amendment phase ends tomorrow, at which time it will go to final voting for seven days, ending 20 March, at which point it will go to a secret-ballot referendum lasting two weeks. (At least I believe it's two weeks…)
This brings the earliest our side could give final approval to the whole thing, including dissolving the Republic, as being early-to-mid April 2012, though I hope that Reunision could occur on 1 June 2012, but again, this is all hypothetical.
4. Kingdom of Talossa federal law/OrgLaw considerations
This is where I am a bit fuzzy.
Article XVIII, Section 5. Provinces are Cantons (or groups thereof) which are self-governing and autonomous. They are administered by constitutional governments elected democratically within the Province. Provincial borders may only be changed by the Ziu with the consent of the Province or Provinces in question.
As enumerated above, this is just-about-fulfilled.
I also cannot find the statutory delineations of the provinces in Kingdom law that would need changing. Nor does the Organic Law have anything (as far as I can tell) that needs to be amended in order to bring about the eighth province.
What precisely with the Kingdom needs to happen to make sure everything is ship-shape?
Also, when is the next Cosâ election? That could put a time-related spanner in the works or not.
In other words, what still needs to happen to make everything ship-shape for the Return?
