The Organic Law, Article XVII says:
"Section 5. Provinces are Cantons (or groups thereof) which are self-governing and autonomous. They are administered by constitutional governments elected democratically within the Province. Provincial borders may only be changed by the Ziu with the consent of the Province or Provinces in question."
The Organic law itself doesn't allow you to claim the Isle of Cezembre.

While we thank the Senator from Cezembre for his comments, we must unfortunately remind him that the ruling oppressive military junta of the Etats has no authority here.
However, I can report this: when we incorporate the liberated territory of the oppressed Cezembre into our demesne, we will attempt to amend the Organic Law to permit Maritiimi-Maxhestic to have the two Senators it should already rightly have, so there is a good chance you will be able to retain your seat.

I am looking forward to supporting the Body of Law Act but I do have some concerns upon reviewing it again:
On the position of Grand Specific Undersecretary, could you explain the need for it to have a term of 100 years?
I understand the need to start on a fresh slate but do we have any record (at all) of past laws to review and perhaps build on before we declare them null and void?

On the position of Grand Specific Undersecretary, could you explain the need for it to have a term of 100 years? I thought about indicating no term of office, but it's my belief that in the future we will want to cycle such an office through a term of a year or so. At this time, I think that's premature (we don't have the active M-Mers yet) but I wanted to leave that clause available for easy later amendment. Plus, and most importantly, I think it's grand and funny. I understand the need to start on a fresh slate but do we have any record (at all) of past laws to review and perhaps build on before we declare them null and void? I am not aware of any that were not already nullified. If you know of any in effect that we want to keep, that's fine. But other than that, this would preclude someone discovering something inimitable from our past and using it to negative purposes - like a resolution by Jahn when he was dictator indicating only he could pass laws, or something like that.

But now to my Question for S:r Davis Your statement that "I am not aware of any that were not already nullified" is interesting I thought their was no record of any laws, would you be able to make me/us aware were we could find these in searching I haven't been able to find anything .

I'm sorry if I was unclear: I mean that I am not aware of any laws except some very recent ones like the one naming a provincial sandwich, which will be nullified by this bill with the rest of the vast unknown regulations.

Mr. Seneschal, is the spirit of these recent laws included in the new constitution or would we need to review these recent laws in order to retain some of the good points in them? Using the example from your previous post...before becoming vegetarian I had the pleasure to enjoy a monte cristo sandwich and thoroughly enjoyed it so I would support continuing its status as our provincial sandwich.
Would it be possible to introduce a clause within the relevant section accommodating specific examples of good legislation?

Not just the spirit, but their whole text is included in this replacement bill. For example, the official sandwich will remain the Monte Cristo.
