In these past two elections, we have been relying upon custom. But I think it is about time we got around to actually defining law for our elections. Because we are in a State of Emergency, the Assembly can't pass anything. But we can all decide and approve the legislation, and next term we can pass it.
It is my thinking we want to guarantee participation to anyone who wants it. Accordingly, and in accordance with custom, it seems wise to declare that the size of the Assembly shall equal the number of votes cast for a legitimate party in any given term. So if five citizens vote, the Assembly will have five seats. That gives the best chance of making sure anyone who wants a seat will get one.
Further, because some people may not wish to participate, it would be wise to stick with the Traditional Cosa model, so that seats can be held my multiple people. Thus those five seats might go to two people, since three of the voters don't actually want to participate.
As for timing, I highly recommend we continue the linkage of our Assembly's terms to the Cosa's terms. This is obviously for the ease of everyone involved and because it's what we're used to.
Are there any other provisions that should be included?
