In accordance with the duly drafted and ratified Constitution of our great province, and speaking as the highest elected representative of the province since the recent dissolution of the Cosa:
As no actions have been taken by the Assembly for the duration of a term, I am hereby serving notice that we are now in a temporary State of Emergency.
Al Simmerman, Cunstaval for our Province, is thereby automatically entitled Emergency Dictator, and holds all the powers granted by the Constitution to the Provincial Assembly of Maritiimi-Maxhestic and to its Grand General Secretary. These powers shall expire at the duration of the next term, and by law cannot be extended. The Emergency Dictator is tasked by the Constitution with the "responsibility of restoring the legitimate government to usefulness by inspiring provincial activity."
The public is reassured that matters are well under control, and that this set of circumstances is not unusual. The only revelations are this procedure itself and the rule of law within the province providing for such an eventuality and assuring its end. Do not engage in looting or banditry.

Are we not having provincial elections that will appoint a new assembly in conjunction with the national elections? I thought that this would make a "state of emergency" unnecessary.

A thought just dawned on me I am probably wrong wouldnt the assembly have had to convene to appoint elect the Grand General Secretary ?

We will be having provincial elections, yes, as on schedule. But the powers of the Assembly have passed to the Emergency Dictator since there was no vote on any matter this previous term. While I agree that it is unnecessary to have a state of emergency as such - an inactive Cunstaval not being any better than an inactive Assembly - these measures are the law and in place for the future as well as now, and don't do us any harm. Given the level of sustained activity capable by a hundred-odd citizens on the national level, I would not expect some rush of activity on the provincial level. But someday, that will not be too much to expect. A thought just dawned on me I am probably wrong wouldnt the assembly have had to convene to appoint elect the Grand General Secretary ? Not only did the Assembly not convene for that purpose, it wasn't even filled by the parties who received votes last election, and never convened at all. Bemusing, but we are as yet a small nation.
