WHEREAS, the global economic downturn has also impacted Talossan economic indicators and activity levels, and
WHEREAS, the Ziu recognizes that Talossa's beer-based currency system is not immune to weaknesses in other systems of currency, and
WHEREAS, Wittenberg posting is also a key form of "economic" activity in Talossa, and

THEREFORE the Ziu hereby enacts that:
1. The Ministry of Finance shall immediately provide an economic stimulus payment of 59 Louise, in beer, to every Talossan citizen.
2. The Ministry of Stuff will immediately begin a campaign of making at least 500 stimulus posts on Wittenberg per month to boost Witt activity levels.
3. The administrators of Wittenberg will be directed to apply a 25% marginal post tax to the post count of every registered member of Wittenberg with a post count of over 2,000, distributing the excess posts equally to every citizen with a post count of less than 100.
4. Within 90 days of the passage of this bill, the Government will transfer 10,000 words to the government of each province for the purpose of making stimulus posts in each provincial forum of not less than 10 and not more than 100 words.
5. Any Talossan citizen who finds himself unable to pay his or her bar tab during these trying economic times may petition the Ministry of Finance to have the entirety of said tab classified as part of "the first round," and forwarded to Lord Hooligan for payment.
