Let's think about it this way....
"The Prime Minister is required to provide this report to all citizens"
Witt is the most logical way of doing that. But does it have to be the ONLY way? What if the PM wants to just send it to all citizens via e-mail. What if the PM is overseas and internet access is limited and a mass e-mail is the most effective way of reaching everyone.
Not putting Witt in the bill doesn't exclude Witt, but putting it there does exclude all other means.

I'd also point to 35RZ22 as a MASSIVELY important Bill incorporating Witt into public affairs.
But I think a clause ala Tim's: "The Prime Minister is required to provide this report to all citizens, including at the primary message board of the Kingdom if at all possible." would explicate Witt's necessity whilst leaving the exact status vague and flexibility there

Let's simply leave it unspecified, and allow the Seneschal each term to decide the matter for himself. A future Seneschal may wish to create a webpage for the reports, for example.

As do I, that doesn't mean I think that or any other specific should be included in the law. While there is precedent for including Witt in legislation, I just don't see why we need to include it here. As long as the report is available to every citizen, isn't that good enough? What if a future PM wants to start www.seneschal-report.com and post the report there? What if someone really gets a kick out of using letterhead and decides to print out copies of the report and snail mail it to everyone? Why not? The goal of the legislation should be to ensure that the PM is bound by law to produce this report, we need to be flexible on the delivery method. Otherwise, every single Talossan Citizen could show up to an event and physically be handed a copy of the report and the PM is out of compliance for not also posting it on Witt. Require that he publicly post or mail/fax to each citizen, there really is no potential for abuse in leaving the delivery method open-ended.
