There is a controversy going on with regards to provincial governments, and it's my fault. :-)
I haven't read the actual text of the provincial government law since August. But I wrote it, so that's no excuse...
Each province has TWO executive officers, a premier (or whatever the provincial government calls it) elected by the legislature, AND a Constable (a sort of governor-general or lieutenant-governor if you prefer) appointed by the Crown.
I had figured there was only ONE executive officer, appointed by the crown. Whether that would be a better system is open to debate, but it is not our system right now.
As a result, it would appear the appeals from Vuode and Atatürk Provinces for the King to appoint their respective premiers are in error, and that each province needs to elect its own premier and then have the King (via the PM) appoint a Constable to oversee each province.
The question is, can the same individual hold both offices? It would appear strange, but it does seem to be legal.

If there is no "multiple office prohibition" language anywhere in the Orglaw or specificcally applicable to provinces, then I'd say the same person may hold both positions...and if so... I ACCEPT!

But seriously... you'll have to ask him. Heck, he hasn't even doled out the seats we won in the election yet, the greedy...ahem....I mean, our great and Fearless Leader will get to it once he is no longer detained by other urgent matters.

Alas, the provincial election results are at www.execpc.com/~talossa/electionresults.pdf -- but I can't access PDF files from my current location, so it will be Sunday before I can get those data to Fritz. He wants to know exactly who voted CLP in Maritiimi-Maxhestic before handing out seats. I'm pretty sure it was Fritz, Jason, Dr Rajala, and you (I.M.) voting CLP and Dan Lorentz voting OTP, though. Plus he wants the info on all the other provincial races as well. Ben
