In my conduct as Acting Secretary of State, I have been adding the population of newly-naturalized citizens to the provincial seat totals as we go along. Thus, to give one example, with the naturalization of Dr Greg Rajala as a Talossan citizen, I increased the number of seats from his home province of Maritiimi-Maxhestic correspondingly.
I have been informed by a reliable source that this addition of seats to a province in the middle of an election is inorganic. Viz.: the OrgLaw clearly states in Art. VIII:Sec. 1 that the SoS shall certify any change in provincial seat attribution "before" the election.
This observation is quite correct. Therefore, acting in my capacity as Secretary of State, the provincial seat total for Maritiimi-Maxhestic Province will be reduced so as to exclude Dr Rajala and Jason Buchholtz (whose citzenship is still pending, waiting on a final e-mail from Jason to the Immigration Minister) from the 'census population' of the province.
Everyone concerned with this matter agrees that Dr Rajala and Jason Buchholtz (once he finishes his naturalization process) WILL be allowed to vote, and their votes will be counted. However, the seat totals for Maritiimi-Maxhestic Province will be as of 15 January 2005.
My apologies to everybody for my mathematical and legal ineptitude. And my thanks to Marc Moisan for pointing out my error.
