Given the confused issue of the 1991 and 1997 Constitutions - including the glaring issue of procedural and legal names - as well as the prerogative to reconsider Constitutional matters given the events of the last 11 years in Talossa, I, the undersigned, request the Cunstaval, Premier and Assembly to assemble for a Constitutional Convention, where these issues may be ironed out.
I pause for a seconder.

I second the motion, and suggest that the constitutional convention should start on Groundhog day and be completed by the Ides of March, 2008.

That sounds like a reasonable timespan to me. I am somewhat disappointed by the inactivity of Cezembre thus far this term - this, at least, would provide a good kickoff point!
I am presently seeking legal advice from Sir Cresti re: the 1997 Constitution's clause regarding Constitutional amendment requiring an ABSOLUTE majority of 2/3s - it is unclear if this is of votes actually cast, or of total citizens.
Even if it is of total citizens, King Robert I's effective readoption of the 1992 Constitution (which I presently do not have a copy of) also calls things into question somewhat.

It's a tricky question. Does anyone have a copy of the 1992 Constitution? I can't remember where I found it before.
