It did after the last election, because the OrgLaw used to provide that the number of seats in the provincial legislature equaled the number of Cosa seats assigned to the province. But Cosa seats aren't allocated by province anymore. After this election, provincial legislatures consist of a number of seats equal to the number of ballots cast by citizens of that province during the most recent election. By default, that is. Provinces can change that by adopting a provincial constitution providing otherwise.

In the absence of Provincial legislation to the contrary, the number of seats in the Provincial Assembly is the same as the number of votes cast for the Provincial Assembly. (Which makes it easy to divide them among the parties ...)

Which, in retrospect, may not have been the very best way to arrange things. All the more reason for provinces to get their affairs in order and pass a constitution!

Well, theoretically it grants the correct proportion - it just means there is less incentive to involve multiple people on the Etats, when a majority party can always win by having one person hold their 5 seats.

it just means there is less incentive to involve multiple people on the Etats That in itself is not a good thing, if true, because a one-man legislature is effectively a dictator. But the law doesn't actually say that one person can hold multiple seats. It used to imply that by saying that distribution of seats in the provincial legislatures is the same as distribution of seats in the Cosa, but that language is gone. And the normal assumption would be that each seat in a legislative body is meant to be held by a different person.

I'd agree completely that it is not a good thing, but one fears enough people might not be found to change that reality by any margin.
