As per Article X of the Organic Law "Passing Legistlation" The SecState will issue the Clark on the 1st of the month, and voting shall continue through the 21st.
Thus, I make a motion that it will be appropriate for the États de Cézembre to meet from the 22nd to the 28th of each month. Potential business for consideration can be entered on this board at any time, and the Sénéchal of Cézembre shall collect these topics, publish the agenda (or designate another person to perform that duty) by the 22nd of each month, and then a thread for each of the motions shall be started by persons interested discussion, and votes will follow after the motion is called. Any majority vote shall establish policy for the province.
This procedure can be in place until such time as a more formal constitution for the province shall be adapted.
So moved by X. Pôl Brigâ as current seatholder in États de Cézembre (although other discussion may determine whether I can do this as Cunstavál should my seat be reassigned)

As this would be the last day of the current session as per the motion I have made, I withdraw same, and assume that the current session will be open until such time as the Sénéchal of Cézembre shall delare that the session will end, for which I would suggest that there be at least a 3 day notification of warning of said approach.

Given the fact that Cézembre is a small province with a small number of citizens, some of which are engaged in 'real-life' activities that prohibit them from regularly participating in this forum, I believe that the current arrangements are perhaps too cumbersome and can be reformed to enable the smoother operation of government on our fair isle. As a result, I shall NOT declare the end of the current session and suggest that the following arrangements be adopted instead:
1. The session of the États de Cézembre shall run from the first day of a parliament (the day after elections) until the last (the day before elections), with no recess. 2. Each and every citizen of Cézembre (rather than just seat-holders), including the Cunstaval, shall be allowed to propose provincial legislation. Voting is restricted amongst seatholders in the États de Cézembre according to the number of seats that they hold, as is currently the case. 3. Legislation can be proposed at any time on this board to allow for discussion amongst Cezembreans and interested Talossans from other provinces. Once a citizen is satisfied that no further amendements shall be made, he (for it is a he) shall inform the Sénéchal, who will note the formal motion and shall act as set out in 4. 4. The Sénéchal of Cézembre shall, at some time during the first ten days of each calendar month, start a thread on this forum laying out the formal motions made by Cezembreans up to the last day of the previous calendar month and asking the seatholders of the États de Cézembre to vote on them. The vote shall run until the last day of each calendar month. 5. Each and every member of the États de Cézembre can nominate a permanent proxy if he so wishes. In the event the said seatholder fails to vote by the 25th day of a calendar month, his voting rights shall pass to the proxy until the end of that same calendar month. A seat-holder can nominate a proxy or change his nominated proxy at any time he wishes, except the period from the 25th day to the end of a calendar month in which the seat-holder has failed to vote. 6. If a seat-holder or his proxy (assuming there is one) both fail to vote on a motion, his vote will be registered as ‘abstain’. 7. There shall be a dedicated thread, to appear constantly on top of this forum (e.g. as happens in the immigration forum) where the results of votes on all motions will be reported by the Senechal shortly after the end of each calendar month. In the (unlikely) event of a tie, the Senechal shall determine whether the motion wil be adopted or not.
I am not sure as to whether the above arrangements are legal under current Talossan and provincial law (although my reading of the organic law revealed nothing that would prohibit them), so I only present the above tentatively for discussion. Eagearly awaiting comments.

I second this motion as a practical way to operate the meeting times for the États de Cézembre and commend S:reu Spyropoulos on his suggestion.
If I interpret correctly, that would mean that the current session will run through June 13th as elections begin the next day, and resume around July 15th. We are operating under special procedures at this point at any rate, as the dormant MN party which had a majority did not organize a provinical government in any fashion, thus their seats were reallocated among the active parties (CLP and RUMP) but it is likely that these seats will yet again be reallocated by the results of the upcoming election. I have attempted to contact the current representative of the CLP, Peter Onsgard, through various means, including electronic mail and through persons who have had direct personal contact within the last several months, however I have not seen any activity within this forum or any other part of Wittenberg, similar to persons in the MN party. Perhaps S:reu Walkland could be afforded the proxy from S:reu Onsgard similar to what shall be provided from S:reu Oh to some other RUMP part member should the session last beyond the timeframe during which he can participate. There are also discussions within the RUMP party where my own seat may be reallocated, but while this may become somewhat moot after June 13, it would be good for us to accomplish as much political infrastructure development as possible prior to the election period.

Many thanks to XPB for his endorsement. I think that at the current juncture, just before the election, it would be better if we took no votes on any issues. This session of parliament will run until June 13th and formal motions are welcomed, a vote on which will be taken after the elections and reallocation of seats. I think that we should also start getting busy on establishing a provincial constitution that will provide a superior legal and political framework in which provincial issues can be addressed and which will incorporate the motion above and related motions of fundamental importance introduced elsewhere on this forum (in nice, pompous language of course).
Paul: I have added you to my aol messenger contact list but you never seem to be online (although this may have something to do with the time difference). I would be glad to discuss these issues further with you in real time too.
