Azul! When Marc Moisan was naturalized, he was assigned, apparently, to Atatürk Province by the previous administration. However, under Talossan law, any province that has more than 20% of the national population is "closed," and a citizen who would otherwise be assigned to that province is shifted to the next province that doesn't meet the 20% threshold. By my calculations, Marc should have been assigned not to Atatürk but to the next province on the list, which is Cézembre. Now, since he has already been officially assigned to Atatürk and has voted (in the last general election) from that province, should he remain in Atatürk, or should his provincial assignment be corrected to Cézembre? It won't have a huge impact on the election so my first instinct is to let Marc make the decision himself of what province he wants to be assigned to (between the two in question). But legally, I'm not sure this is the proper way to go. Anyone want to chime in on this, especially Marc? Thanks, Ben Deputy SoS and in charge of the minutiae P.S. Personally, I think that Marc should be able to make his own decision about this matter. Since he has already voted in the last election from Ataturk I see no reason why he would not be able to vote from Ataturk in this election if he so chooses.

By my calculations, Marc should have been assigned not to Atatürk but to the next province on the list, which is Cézembre. Actually, your "calculations" are wrong. Pursuant to The People To Provinces Fix-It Once and for All Act, I should be assigned to the province of Atatürk, unless that province was closed. A closed province is one having a population representing a fifth or more of all Talossan citizens. Based on the citizens list at the time of my naturalisation there was 49 citizens (including dandelions) which made each province of 9.8 citizens or more closed. Atatürk had only 9 citizens and still open for me and therefore my provincial assignment. Sorry, if the SoS office is still a mess, but you should see what it was like when I took over.
