50-word statements have been received, and will be printed on the ballots, from four political parties: the Conservative Loyalist Party, the Black Hand, the One Talossa Party and els Zefençadéirs del Päts Talossán (ZPT). (The statement from the "One Talossa Party" exceeded 50 words, but in keeping with long-term precedent, the first 50 words of the statement will be printed on the ballot.)
Registration for the election will conclude at the close of business on 31 December 2004, and the election will begin on 15 January 2005, to end at the close of business on 14 February 2005.
Paper ballots will be the normal and expected means to vote, although e-mail and telephone votes will also be legal (as mandated by Talossan law).
As Acting Secretary of State, I need to hear from all parties as to their Senate and Provincial endorsements. Senate elections are being held in Vuode Province and Mussolini Province. The incumbent Senators, Amy Durnford and Wes Erni, are running for re-election. Each party has the ability to endorse the incumbent or to endorse a rival candidate.
The MN (Black Hand) has endorsed the incumbent senators in both provinces. So far, the CLP, ZPT and OTP have not endorsed any candidates. Under Talossan law currently under consideration (and thus, by precedent, we will run this election under the law under consideration, and if the law does not pass, the results will be tabulated instead under the old law), the CLP, ZPT and OTP are hereby asked to endorse a candidate (the incumbent, or a rival) or to officially leave their endorsement blank.
Assuming the constitutional change passes, all votes for parties will automatically apply to the Senate candidates endorsed by those parties. (So, a vote for the MN, by a Vuode Province voter who leaves the Senate vote blank, is considered a vote for Amy Durnford for Senate. A voter who wants to vote MN but for another candidate for Senate will simply write in that Senate candidate's name on the ballot.)
The same thing goes for provincial assemblies. All seven of Talossa's provinces will be electing provincial assemblies in this election. Your vote for a national party (e.g. the CLP) will automatically be counted as your vote for the same party (CLP) in your own provincial election, UNLESS you write in an alternative party in the "provincial" slot of your ballot.
