WHEREAS Talossa exemplifies in extraordinary ways the true nature of nationhood; and
WHEREAS Talossa has a conscience, and a will to act on that conscience; and
WHEREAS Talossa consists of friends, countrymen and lovers, whose communal existence defines them; and
WHEREAS Talossa consists of humans - a species to which a high calling is to aid those in grave need; and
WHEREAS Talossa recognises, with its conscience, as a community, as humans, that it has a duty to its fellow man;
THEREFORE, the sense of the Ziu is that, under the auspices of the Ministry of Finance, a Humanitarian Aid Fund should be created, with the follows points of operation:
I. The fund shall consist of voluntary contributions held by the Ministry of Finance and accounted for in its regular reports; of budgetary earmarks, if the government operates under budgeting legislation; or of individual legislative earmarks, if the government does not operate under such.
II. It is recommended that the Minister of Finance select appropriate channels for dispensation to the best of his judgement, after consulting with the Seneschal. Initial recipients might include the Tibetan Government-in-Exile (a fellow government unfortunately, and hopefully temporarily, separated from its people), or the American Himalaya Fund; Medicins Sans Frontieres; and an appropriate Burmese-focussed charity.

I think this serves everyone's purposes. It moves along and makes possible this sort of funding, which some citizens seem to feel very vital, by outlining a plan of action, while still leaving room for its elimination by a future administration should they feel it is not needed (something I can foresee, if not endorse). This contributes to democracy by allowing voters to choose a party depending in part on their intended direction with this initiative.

I think we should move forward with the new legislation as proposed by S:reus Edwards and Davis. It is a workable compromise that might have some possibility of passing and thus move our nation forward. As the primary sponsor and author of the TUPA (Tibetan and Unrecognized Peoples Act) I would be more than happy to withdraw the draft and co-sign the Sense of the Ziu proposal.

Given the problems with the board, the cosponsor and I didn't deem it had been debated sufficiently to ensure passage. We will be Clarking it next month for consideration, and I feel confident it will pass muster.
