Some three months ago, S:reu Ián Txaglh (Minister of Culture of the Talossan Republic) and I commenced discussion of the creation of an organisation for the global community of Talossan-language enthusiasts. As a result of these discussions, I drafted the following document. After S:reu Txaglh indicated his support for this draft, I recommended to President Asmoûr of the CÚG that the CÚG approve it. I post it here for public comment.

I. General Principles
1. Name. The name of the Association is the Association of Talossan Language Organisations, or Apvienibâ dals Ciumisâs del Glheþ Talossán.
2. Make-up. The Association consists of member organisations dedicated to the use of el glheþ Talossán (the Talossan language).
3. Aims. The aims of the Association are:
a. To spread the use of the Talossan language.
b. To increase the visibility and promote the reputation of Talossan among the world’s languages.
c. To foster cooperation among Talossan language organisations.
d. To promote good form in written and spoken Talossan.
e. To minimize the dialectalisation of the Talossan language.
4. Neutrality. As the aims of the Association are philological, the Association shall maintain neutrality with respect to politics and nationality.
II. Membership
5. Affiliates. The categories of affiliation with the Association are:
a. Member organisations. Any organisation devoted to the promotion, use, or study of the Talossan language may be admitted into the Association. New organisations may be admitted into the Association by unanimous consent of existing member organisations.
b. Advisors. Individuals who are not members of any member organisation but with whom the Association desires to regularly consult on matters regarding the Talossan language may be invited to affiliate with the Association as advisors by unanimous consent of the member organisations.
6. Responsibilities of Member Organisations. Each member organisation shall assume the following responsibilities:
a. To encourage other organisations or public bodies within its area of operations to consult with it (as a public interest organisation) on the writing and grammatical interpretation of publications and the creation of official Talossan-language nomenclature and necessary neologisms for use by such organisations or bodies.
b. To promote proper use of the Talossan language, by means of the press and other means of publicity.
c. To promptly report to the Association any neologisms observed or adopted by the organisation, and any grammatical, orthographic, or other linguistic reforms endorsed by the organisation.
d. To publish a bulletin or at least one annual report to give an account of the activities and accomplishments of the organisation.
e. To contribute to editing the annual report of the Association.
7. Autonomy. Each member organisation may freely establish its own constitution and rules, in conformity with the fundamental norms contained in this Constitution, with such modifications as are suited to the local circumstances of each organisation.
8. Resignation. Any affiliate of the Association may resign from the Association at any time by communicating such resignation to the Chair of the Association.
a. The Chair may refuse to recognize the resignation of a member organisation until the member organisation provides evidence acceptable to the Chair that the resignation has been approved by the member organisation in accordance with section 7.
b. Any affiliate that fails to communicate with the Association for a period of six months shall be presumed to have resigned from the Association, and any member organisation that fails to comply with paragraph 6d during any calendar year shall be presumed to have resigned from the Association.
III. Commission
9. Purpose. The Commission of the Association is the organ of coordination between the member organizations of the Association.
10. Composition. The Commission shall consist of one commissioner from each of the member organisations, plus such advisors as elect to participate in Commission discussions.
11. Chair. The Chair of the Commission shall initially be selected by lot from among the member organizations and willing advisors for a term of six months. At the conclusion of the Chair’s term, the outgoing Chair shall appoint a successor from among the member organizations and willing advisors, but no affiliate may be chosen for a second or subsequent term as Chair unless all other member organizations and willing advisors have served as Chair more recently than the prospective appointee. The outgoing Chair shall serve as Vice Chair during the incoming Chair’s term, and shall fulfill the duties of Chair as necessary. The commissioner from whichever member organisation holds the Chair, or an advisor holding the Chair, shall serve as Chair of the Association.
12. Functions. The functions of the Commission shall be:
a. To stimulate and facilitate communication between the member organisations and the coordination of their activities.
b. To collaborate with the member organisations for the fulfillment of the Association’s aims, and to propose to them such initiatives as will promote the best and most active cooperation between them.
c. To periodically inform the member organisations regarding its activities, and to report to each member organisation the activities of the others.
d. To the annual report of the Association, in which notices relating to the activities of the Association and its member organisations will be published.
e. To take on other tasks delegated to it by the member organisations, and not otherwise inconsistent with this Constitution.
f. To adopt resolutions necessary to carry out these functions, through meetings called by the Chair in accordance with any procedures adopted pursuant to section 13.
13. Procedures. The Commission may adopt its own internal procedures, consistent with this Constitution, by majority vote.
IV. Amendment
14. Amendments to this Constitution may be proposed by any affiliate of the Association, and referred to the member organisations by a majority vote of the Commission. Amendments take effect when ratified by three-fourths of member organisations.
