With all of the mighty legislative power I hold, I cast the following:
RZ 5 - contra (it really needs to include a specific time for ballot receipt by the SoS)
RZ 6 - austaneu
RZ 7 - per!
RZ 8 - contra
VOC - yes

The bill does contain a specific time for the SOS to receive the ballots, on or before election day (in other words the last day of the election)

It's not the day I'm concerned with. It's the actual TIME. Talossan Standard Time? Or whichever time zone the SoS lives in? It will make a difference if a deadline is concerned.

I can't say one way or the other what this bill actually says, but, it has always been Talossan practice to use Talossan Time (i.e. Central time zone) for official purposes.
