I would like to thank the Senator for Fiovâ for submitting this and I would like to add on my name as a cosponsor. First off, I am obliged by Standing Rule 6.3 to note that the Senate is by default in recess between the end of a Clark and the next Call for Bills, which is the current situation. During recess, the Senate is not allowed to vote and bring up new business; the reason being that Senators should not expect "surprise matters" to arise when there isn't a Clark being voted on.
However, this resolution being ephemeral, the matter being grave and unexpected, and there being no other possible time during this Ziu for discussion and vote of a Resolution of the Senate, since the last Clark begins next week, I hereby recall the Senate into session with the powers to me given by Standing Rule 6.2. We will remain in session from now until Dissolution.
The second and last technical detail is that since this has been submitted as a Resolution of the Senate, it will be voted on alongside the Sixth Clark as 53RS01. The floor is now open for debate.
