A negative environment in Talossa?

I'm reposting this comment by the Foreign Minister, made in the thread on his Honours System proposal:
The negative environment of the Ziu makes people not want to be involved. Hence why I’m busy in MinFor, I know Miestra appreciates my work
This ties in with a point I made in response to the Survey results. It's generally granted that Talossa's environment is nasty, or negative, driving citizens away and discouraging activity. BUT "everyone thinks their excrement doesn't stink".
- Some people say "a negative environment" is nitpickers who, rather than constructively criticise proposals, just trash other people's hard work.
- Some people might say a "negative environment" is someone jumping on people he feels are disrespecting him with verbal hobnail boots.
- Some people might say a "negative environment" is a political practice of sly, backhanded trolling, designed to sting and infuriate, but couched in such "oblique language" that you can always plausibly deny you meant any insult by (while giggling to your friends about how successful you were at upsetting people).
- Some people might say a "negative environment" is rude Republicans marching into the Kingdom - which was doing fine without them - in 2011 and tearing down the fun monarchical environment that had been built up in the post-KR1 years.
- Some people might say that a "negative environment" is people who get enraged, play the martyr/victim and quit/threaten to quit whenever their behaviour or proposals are criticised.
- Some people might say a "negative environment" is a King who, rather than constructively engage when the Government asks for his opinion, alternately doesn't reply, or pulls "maneuvers" at a time of his choosing to derail Government initiatives.
- Some people might say a "negative environment" is purely destructive forms of political debate, meant to infuriate and score points rather than enlighten, of the form:
A: "I hate it when B does that."
B: "I do not do that, OMG why are you being so mean to me"
A: "Here's a quote of you doing that".
B: "I only did that once or twice, OMG why are you being so mean to me"
Or alternatively:
A: "My opponent is wrong because X, Y and Z."
B: "X, Y, and Z are not in fact true"
A: "Stop quibbling, you're still wrong"

THE POINT IS: all of these may be true, or none of them, or some of them. There is more than one way of creating a negative environment, and different people on ALL political sides are doing so.
So what can be done about it?
