The Holidays and Observances Amendment Act

WHEREAS part of the role of the new Cultural Development Secretary is ensuring the observance of Public Holidays and Days of Observance under El Lexhátx F.2-F.4; and

WHEREAS the Cultural Development Secretary has produced a report recommending the following changes to these Observances, to make their job feasible;

BE IT ENACTED by the King, Senäts and Cosa of Talossa in Ziu assembled as follows:

1. El Lexhátx F.2. shall be replaced by the following text:

The list of public holidays recognised and observed by the government is as follows:

2.1 Feb 28-Mar 1: Ziuas dal Anavatan - Combines Landmark, Culture, and Cestour Days into a multi-day festival leading into Berber Heritage Month. It is a celebration of all things Talossan, with a special emphasis on the special relationship all Talossans have to the Greater Talossan Area. On leap years, Feb 29th should be marked by the staging (digital or otherwise) of a Talossan Opera.

2.2 April 20: Reunision Day - Celebrates the healing of the great National Schism, and the history of the Talossan Republic of 2004-2012.

2.3 May 1: Flag Day - recalls the theft of the national flag in 1984. In true Talossan fashion, this day should be spent NOT displaying the flag, to encourage meditation on national symbols and Talossanity in general.

2.4 1st Monday in September: Monarchy Day - celebrates the institution of the Talossan monarchy and marks the resumption of the monarchy with the coronation of King Florence in 1988.

2.5 November 25: Victory Day - celebrates our victory in the Cone Wars.

2.6 December 26: Independence Day - celebrates our independence from the Big Neighbor.

2. El Lexhatx F.4.2 and F.4.3 shall be replaced by the following text:

4.2 The list of Days of Observance recognised and observed by the government is as follows:

4.2.1 the month of March: Berber Heritage Month. All citizens are encouraged to express themselves in whatever medium is appropriate, on the question of Talossa's real or imagined Berbercentric prehistory.
4.2.2 June 24: Immigration Day
4.2.3 September 28: Democracy Day
4.2.4 October 16: Publicity Day
4.2.5 December 12: Llimbaziua (Language Day).

4.3 The Minister of Culture may declare additional one-time Days of Observance upon petition by Talossan citizens. Permanent Days of Observance must be approved by the Ziu.

When the Cultural Secretary issued his report, he mentioned that particular groups could petition the government to declare Days of Observance for other days of significance. Should something capturing this sentiment be included?

Also, I am not a fan of the bullet points.

Then may I suggest adding:

4.3.1. When any group of three (3) or more citizens feel a day of observation is proper, they shall apply to the Ministry for recognition.

4.3.2. Applications shall consist of, at minimum: the nature of the observance, the interested parties, the desired date, whether this is a permanent or single-time observance, and the rationale as to why the event/figure deserves such a lofty place in Talossan culture.

4.3.3. Applications will be submitted to the Secretary for Cultural Development (or their designee) no less than 30 calendar day before the desired date.

4.3.4. Upon receiving application, the Ministry will post said to Wittenberg (or other public forum) for a period of 10 calendar days in order to allow for public comment.

4.3.5. Upon the termination of public comment, The Secretary will forward a recommendation to the proper authorities for a decision.

4.3.6. In the case of a single-time observance, the decition will be made by the Minister of Culture (or their designee).

4.3.7. In the case of a permanent observance, the matter will be forwarded to the Cosa for a decision.

4.3.8. If the Cosa is in recess, then no permanent observation can be made, and application will be considered for single observance and forwarded to the Cosa for permanent consideration as soon as the body is reconvened.

This seems like an appropriate methodology, though it may be a bit unwieldy for it to go before the Cosa.  However, I'm not comfortable with the idea of something making its way onto the calendar permanently without at least some weigh-in from the legislature.

That’s a lot of bureaucracy, why not just let the current Minister of Culture or Culture Secretary decide how they want to handle the process?

I was envisioning that days of observance proclaimed through this method would be one time only, which I think eliminates the need for a lot of the process (since permanent days should be approved by the Ziu I agree)

Can we edit 4.3 to read:
