1) Don't assign Benitians to sextieirs What it says. Sextieirs would stay as a cultural "thing" but with no official link between citizens and sextieirs.
2) Assign all Benitians on a fixed rotating order
Benitians get listed in order of "seniority" (older to newer citizen) and assigned to a province through a fixed rotation to be determined (I proposed 1...6,1...6 or 1...6,6...1)
3) Assign all Benitians based on geography
Benitians get sorted between sextieirs in a similar way to the national provincial catchment system. Only, I'd guess that this would only apply to current citizens, because it's not really feasible to do fixed catchment areas at a subprovincial level (what with national catchment having changed recently as well). If we chose this I'd guess any new citizens would have to be assigned using one of the other methods, unless a bill similar to the Birds of a Feather Flock Together Act gets passed to provide for overriding of the catchment boundaries.
4) Assign all Benitians randomly What it says. We fetch our independent Arvitieir-ProvSos and get him to randomly assign every current and future Benitian to a sextieir.
5) Assign all Benitians by personal choice
We allow all Benitians to choose a sextieir until a set deadline (people who want to group together can do so of course), and assign those who haven't answered before the deadline randomly or with fixed rotation.

Personally, I'd like geography if it was feasible. Maybe we could adopt the personal choice method, so the two strong communities (Ohio and NE Italy) can choose to stay together and we avoid drafting up lengthy statutes and dealing with changes at a national level.
