Whereas the king failure to name an active Constable in Florencia.
Whereas their is no governor or any governement able to sit in the Nimlet for more then 1 year in Florencia.
Therefore the Florencia constitution shall be declared null and void
And the free people of Florencia shall be granted the right to start a constituent assembly
Be enacted that the Prime Minister have 25 days from the passage of this act to name a constituent assembly chairman.

This is definitely not Organic (the Ziu can't just nullify a provincial constitution), but it definitely appears that your constitution needs fixing. My suggestion would be to jump-start things by determining from election results what the distribution of seats in the Nimlet should be, then telling party leaders. If they appoint people to the Nimlet, then the Nimlet can elect a Governor. He can be approved directly by the king (who currently holds all cunstavai powers in Florencia) and you can get things cracking. Maybe you could even be governor?

Here come the RUMP with their opinion...
1) Province, are by definition a creation of the ZIU... The Ziu can propose to merge them, add a new one or make organic change to them.

2) Cleary the RUMP don't understand our constitution in Florencia... The Nimlet is call by the governor... name by the constable...so I already ask the king about it...
No answer , no reply... I ask the Prime Minister... no action... Because the governor have a duty to call the Nimlet 10 day after the election.
''No later than ten days following the conclusion of each provincial election, the Governor of Florencia...''
But who's the major party in the Nimlet... guest what it's the RUMP...
So now you're here giving advice. But I already try all of this...and nothing work...

1. Basically all of Org.XVII contradicts you. For example, a province must agree to be disbanded or merged -- the Ziu can't just do it. Nor can the Ziu repeal a provincial constitution. The Ziu has ennumerated powers.
2. I read your constitution. It says that party leaders distribute seats. So if you just take a minute to figure out how they should be distributed, you can kickstart the progress by going right to local party leaders and having them assign seats. Then you have a Nimlet which can, in turn, elect a Governor. Did you try that?
