Under the terms of the Coalition agreement, every Minister in this ModRadFreeDem government is required to give a speech to the Ziu outlining their intended agenda for the term. I've decided to make mine at this point not only for this purpose, but to clarify a few issues raised by a honourable gentleman from the RUMP in the Hopper thread on the Budget.
My priorities for the incoming term are two, extremely simple points:
1. INITIATIVE SUPPORT
In the election campaign, I said as follows (thank you Sir AD for reminding me):
This philosophical approach was conceived as an elegant solution to (a) preventing possible burnout from too much work on the part of elected officials; (b) providing support for private enterprise cultural initiatives. It has been my contention that a serious problem with Talossa in the pre-Reunision period was the monopolization of cultural initiatives by the King and his/her Government, leading to a politicization of culture. Therefore, I have conceived the role of the Culture Ministry to support private initiatives in the field of culture, rather than trying to do it all by legislative fiat.
The budget line for the Initiative Support Fund of $US110 is the most concrete manifestation of this. Once the Budget is approved, we will release an official application form for all Talossans who wish support for a cultural initiative to make a claim for some of these funds. This form will include questions on:
- which Talossans are involved?
- how will this benefit Talossan culture?
- amount of funds requested and budget for spending it
- whether or not they’re looking to do any additional fundraising.
Ideally, a non-political civil servant would make decisions on how to apportion the funds; however, given that the position of Permanent Secretary of Culture is currently open (and no doubt will be until the Royal Civil Service reform is completed), I will do so myself. I welcome any suggestions about how I could make this process as transparent as possible to the Ziu and to the nation.
2. 'N NAZIUN LADÎNTSCH
Very briefly, my dream is to have a Talossan nation where all citizens use our national language, in howsoever minor a way, in their daily lives as Talossans. I will consult closely with the Ladîntsch Naziunál on how to bring this about. The first and vital step will be completing the process of orthographic Reunision - i.e. formally establishing one official spelling of the language, which I think is still hung up over the question of whether the letter î still exists. After that, my thought is to revise, reissue and extend the Prüms Paçen series of very basic Talossan-language phrasebooks, which I began in the days of the Talossan Republic. But my mind is very much open.

if Free Democrats once more control the Culture Ministry, in the next Cosa term we will actively support all cultural initiatives on the request of those who make those initiatives. Simply put - if you start a Talossan Chess Tournament or Art Competition or White-Hat Hacking Collective, the Culture Ministry will give you all the help we can to make sure your initiative keeps going.
