I confess myself unable to reconcile these two Bills, both of which have passed both houses. I'll allow both to pass into law, and urge the Ziu to figure out just how to implement both of them, and amend accordingly.

I appreciate that the King has promulgated RZ18, which fixes many of the issues of RZ17. The two bills need not be reconciled as RZ18 is now the controlling law. As the Bill also permitted the SoS to make the necessary stylistic changes, I avail myself to them for any questions regarding typos, etc.
The one issue, however, that may confuse is the effective date of the act. RZ17 grants the Uppermost Cort six months to implement the statute (i.e., six months to promulgate regulations, etc.), but permits it do so earlier. Because RZ17 would come into immediate effect if it met the Organic requirements to override the previous veto, RZ18, which was still subject to a veto, extended that period a month in the event it was vetoed. As such, reconciling the two acts grants the UC seven months to implement the law, but may elect to implement after three months from the date of promulgation.
