Fellow Senators, I briefly rise in support of my own bill. We need rules of operation to avoid more blunders of the past (disagreements over the election of a Mençei, the recent election of an ineligible citizen to the Senate, the even more recent quarrel over the Mençei's powers...). Every deliberative body has them, and for very good reasons. The problem is that we have no way of legally setting those rules without passing statute - I have done my best to ensure it is as uncontroversial as possible, and I'm sure my fellow Senators will see that the result of my work is a bill that is crafted to do what it intends to do fairly and with minimal disruption to our daily operations.
Passing RZ16 would ensure we get to have a legal basis for setting our own rules of operation, that we can then set during the next Clark (at least the bits about seating Senators) and the next Cosa. All of this is a further step in the direction of being a more collegial body, and continuing to legislate for the good of the Kingdom with less regard to partisan affiliations than the Cosa.

No, I believe that each House should set its own rules of operation, which is why my legislation gives the necessary legal basis for a set of rules and a committee, but everything coming after (the drafting, discussion and approval of rules; the appointment and operation of the Rules Committee) is done exclusively by the Senate through motions and debate.
Once the Organic requirements (Standing Committees Amendment) are in place and their own bill is passed, the Cosa will also be able to similarly set it own rules independently from the will of the Senate.

I have a problem with people who get expelled from the Senate being able to still vote in committees in which they sit and in which exist at the time of their expulsion, but that can be rectified. No reason for me not to support this bill, otherwise, and with my great thanks for all the work put into it...
