Appointments to the Civil Service Committee

First, let me welcome everyone to the 51st Cosa. I'm honored to have been selected as Túischac'h despite it being my first time in the Cosâ in several years; perhaps it was my faithful service as Mençei a couple terms ago that inspired confidence, or perhaps it was my lack of any other position of power this term which led to the honorarium. In either case, I thank those who played a hand in my selection, and I look forward to working with everyone over the coming months.

In the last Clark, there was some controversy surrounding the judiciary branch's encroachment on the powers of this parliament to conduct business. At the time, I felt that quick action was necessary and reached out to some individuals including the current Mençei, but the situation quickly resolved itself within the judicial branch. I understand there is currently action being taken by the Attorney General's office from an investigatory standpoint in relation to such actions, so I have since refrained from commenting on the situation further. Rest assured, however, that should this Cosâ or this Ziu's powers be threatened at any time in the future by any actor, I will not stand idly by until such actions have been resolved in the Ziu's favor.

On a slightly different note, I'm pleased to exercise one of the few actual responsibilities which my position entails, this being the appointment of the Civil Service Committee. I understand this government has many big plans for the Civil Service, but none can be carried out without a functioning committee.

For my selection, as it is comprised of 5 MCs, I decided to divvy up the positions among the five parties who hold seats which would give the committee a diverse range of views. Members of four of the five parties responded to my invitation to sit on the committee, and the fifth seat was offered to the cabinet to pick an MC. I do apologize for waiting to make these appointments until now; I've been ill the last few weeks in addition to traveling to multiple states (GA, WI, IL, IN, FL) within a span of a mere few days.

Nevertheless, I'm pleased at this time to make the following appointments pursuant to the power vested in me by Lex.C.1.7.8:

As Minister of Culture it brings me great pleasure to offer you the following draft job description for Permanent Secretary in the Ministry of Culture. Under El Lexhátx C.1.7.8., you need to approve this job description before the Civil Service Commissioner can appoint someone to this role.

The job description is as follows:

Duties:
- commemorating national holidays.
- the role of National Gamesmaster, as described in Lexh. C. 2.7.1
- offering advice to the Minister of Culture on all cultural issues.

Necessary qualifications:
- a proven record of involvement in Talossan culture.
- ability to write and speak el glheþ naziunál is preferred but not necessary.

Expected standards:
- knowledge of the Organic and legal responsibilities of the Ministry of Culture.
- prompt and proper carrying out of duties.
- ability to work well with Ministers of whatever political party.

As the Ministry currently has your current Cabinet-Level position in place, what do you feel would be of the most benefit to the Ministry having a Secretary with basically the same caveat of Area of Responsibility as yourself?

The goal is the same as any Civil Service position - to put a permanent civil servant in place who can keep up with the administration and the non-political aspects of the role, to avoid complete turnover between governments. In this particular case, the idea is to do away with the "Deputy Minister" position altogether. For instance, I see absolutely no reason why responsibility for Wargames should be a political position.

Also, the word "caveat" seems not to make sense in your sentence above.

That's for the explanation and I think this is an excellent usage of the Civil Service Commission! As with many organizations, continuity is always an issue and I feel this arrangement will well address that within the Ministry.

The Ministry of the Interior is pleased to see a functioning Civil Service Committee, and proposes two Civil Service roles:

Permanent Secretary for the Bureau of Immigration
DUTIES

• Processing requests for immigration to Talossa, which includes:
  • Sending form emails to immigrants
  • Posting applications and approving new Wittenberg accounts
  • Terminating applications and disabling accounts
• Updating the database of immigrants and new citizens
• Other duties as directed by the Minister of the Interior

NECESSARY QUALIFICATIONS

• Proven record of trustworthiness and responsibility
• Long period of sustained activity in Talossa
• Willingness to work with the Minister of the Interior

EXPECTED STANDARDS

• Responsible handling of immigrants' personal information
• Prompt execution of duties; Secretary should check his or her email at least once per day, preferably more frequently; any time that an immigrant completes a step in the immigration process, the Secretary should always take the next necessary actions within twenty-four hours unless the Secretary gives prior notice to the Minister of the Interior.

The Ministry of the Interior will grant Wittenberg administrator access and direct immigrant mails to the new Secretary once the Civil Service approves him or her.

DUTIES

• Overseeing the Kingdom's military defence operations: the Talossan Royal Navy, the Zouaves of the Royal Bodygaurd, and the Primary Intelligence Group
• Serving as acting director of any of the above operations when that operation does not have a director.
• From time to time, conducting recruiting and publicity drives
• Other duties as directed by the Minister of the Interior

NECESSARY QUALIFICATIONS

• Enthusiasm for Talossan defence
• Familiarity with Title I of el Lexhatx
• Preferably, some amount of military knowledge

EXPECTED STANDARDS

• Represent the Talossan military with utmost dignity
• Work with the Minister of the Interior and with directors of defence operations in order to keep the Kingdom safe

Excellent question. In retrospect it was an oversight not to include a formal procedure for the CSC to follow in the law. We assumed you'd be able to figure it out for yourselves, but we were wrong.

Okay. I believe that the provisions of El Lexhátx C.1.7.8., as below:

1.7.8. The precise duties, necessary qualifications and expected standards of each secretary shall be drafted by the cabinet minister and approved by a legislative civil service committee, consisting of five Members of the Cosa, appointed by the Túischac'h. The committee must not contain more than two members of a single party. If only two parties are represented in the Cosa, then the maximum number of members from a single party is raised to three. Once approved, these descriptions shall be considered to be part of civil service administrative code. Other portions of the code, including expanded procedures for appointment, dismissal and appeals, shall be approved in a similar manner.

will be upheld if three out of the five members post in this thread to say that they approve the three Standards which have been proposed - that is, for Permanent Secretaries in Culture, Immigration and Defence. Who will go first?
