The Festival of Art Law
1. In the interest of promoting cultural activity in the Free Province of Fiôvâ, the Provincial Government shall host a yearly competition called the Fiôvâ Festival of Art.
2. Entries will be limited to visual forms of art, and shall be divided into the following categories:
Fiôván Art: Entrants must be Fiôván citizens, and the victorious entrant shall earn the Fiôván honorary title of ‘Fiôvâ’s Most Eminent Skipper of Art’ until the next Festival.
Talossan Art: Entrants may be Talossans of any province, and the victorious entrant shall earn the right to refer to themselves as being a ‘Recognisably Decent Artist’ until the next Festival.
3a. The Festival shall be presided over by Fiôvâ’s Cunstavál, Fiôvâ’s Capitán and the Túischac'h of Fiôvâ’s General Assembly. They shall together be referred to hereafter as the Festival Committee, presided over by the Capitán.
3b. The Festival Committee shall also judge entries. Anyone judging entries shall (also) be a Festival Judge and may not submit entries to the Festival.
3c. If more than one of the Festival Committee elects to submit entries, the Committee may choose one or more alternate judges for the event who shall be Festival Judges. Regardless of whatever happens, there must be at least two Festival Judges.
3d. If no more than one Festival Judge can be found by the start of the Festival, the Festival Committee shall carry on with the Festival, but there shall be no competition.
4. The Festival Committee shall choose one or more themes for each category and shall make on 30 June or earlier a general announcement of the next Festival. This announcement must include the themes for Festival entries as well as the precise deadline for entry submissions (which very much should be set prior to the start of the Festival to allow time for the Festival Committee to prepare the entries for display), and a complete timeline for the Festival.
5. The Festival will open on or as close to 15 April as possible and will close on or as close to 14 May as possible, ending with the announcement of the year's winners. The Festival must last at least twenty-seven days.
6. To add suspense and sparkle to the Festival, contestants are encouraged to not independently and prematurely display their entries before the opening of the Festival.
7. No threatening, racist, or other incendiary entries may be submitted. Gauging of what constitutes any of these is at the sole discretion of the Festival Committee and the Festival Judges working together as a single group.
8. Upon the repeal in toto of 2013/E3, this law shall take immediate effect.
