For my enlightenment (and it's probably just me not paying attention) what does the phrase "within the limits of law" mean, in this bill? Does it mean the law of some (any) country outside of Talossa (which would worry me) or just the Laws of Talossa (which I would favour)?

Well, we have lots of privisions allowing for something to be done “within the limits of law”, and, absent any other stipulation, it is always domestic law whereunto this phrase refers — in any, and every country, I wager.
