I figure we may as well sort this out, so that we can present a unified front to Dama Miestra.

The simplest path, in my opinion, would be for S:reu Grischun to recognize the "Rightfully Ours Act" once it is passed, as he is the only member of the Estats-Xhenerais as far as I can tell. However, if we need to draw the whole border, this may not suffice in itself.
PS If I have broken any protocols, just let me know and I will stop.

Vuode has apparently passed a law (with national approval) which already defines the borders (the water tower is right in the middle). So we just need Vuode to agree to the "Rightfully Ours Act" and we're set.

THE RIGHTFULLY OURS ACT WHEREAS There seems to be some doubt as to whether or not Maritiimi-Maxhestic can claim ownership of the Historic Water Tower, and WHEREAS We conducted a completely legitimate deal with Vuode concerning this, and WHEREAS That deal gives us ownership of the Water Tower, and WHEREAS Vuode will shortly become part of Maritiimi-Maxhestic anyway, and WHEREAS It is unlikely that Vuodeans could suitably appreciate the Water Tower even if they did have a claim to it THEREFORE Maritiimi-Maxhestic hereby reaffirms it's rightful claim to the Historic Water Tower, while also recognizing Vuode's claim to the water contained within the Tower. And if it would make this work, we'd be willing to pass an ordnance ceding the right to Vuode to add water to the tower. And really, it's a giant iron pipe in a dank stone tower... there's probably some water in there.

The provinces of Maritiimi-Maxhestic and Vuode seek to join together as one province that will be known as the United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg. Each province will put forth the following bill to their governments and people for ratification and unionization alongside 49th Cosa’s election ballot.
The government of Maritiimi-Maxhestic repeals the following documents: The Constitution of Maritiimi-Maxhestic All Provincial Laws
The government of Vuode repeals the following documents: The Constitution of Vuode All Provincial Laws
The governments of Maritiimi-Maxhestic and Vuode adopt the following documents: The United Provinces Constitution (Schedule A) The United Provinces Legal Code (Schedule B)
The new government of United Provinces will proceed to petition the Ziu to make the following changes: To be completed
The United Provinces Constitution (Schedule A)
PREAMBLE This constitution shall serve as the guide for the citizens and highest provincial law for the United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg. It shall be superseded only by the following: the dictates of the Organic Law of the Kingdom of Talossa, the statutory law of the Kingdom of Talossa as pertaining to the specific limits of the power of the national Ziu as detailed within that Organic Law, and the rights of the citizenry as ensured by that Organic Law's Covenant of Rights and Freedoms. This constitution shall be considered to fulfill the requirements for provincial "rules of operations" as detailed in Article XVII, Section 9, paragraph D of the Organic Law, for the United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg alone, and shall be considered so in perpetuity. This constitution shall only be repealed or amended by the process detailed within this document.
ARTICLE I: Points of State Section 1: The official name of the province is the national language is “Las Provinçuns Ünits da Maritiimi-Maxhestic, Vuode, es Dandenburg.” In English, the name of the province is ”The United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg.” Both the name of the province in the national language and English may be shortened to “Maritiimi-Maxhestic”, “the United Provinces”, or “Las Provincuns Ünits.”
Section 2: The provincial flag shall be emblazoned "Per Scandinavian cross, 1 Per fess vert and gules, 2 and 3 Argent, 4 Tierced in pale gules, or, and azure; a Scandinavian cross sable fimbriated argent and refimbriated sable; overall at the center of the cross a plate fimbriated sable charged with an anchor sable festooned at its head with a ribband azure bearing the legend "8-1-93" sable."
Section 3: The territory of the United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg consists of all land south of Kenwood, east of Maryland, and North of North and Park Road. (NEED TO GET DETAILS FOR MM)
Section 4: Any lands or islands that are formed or that may appear in the United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg’s territorial water, in whole or in part, shall form a part of the provincial territory.
Section 5: The United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg consists of four cantons: Maritiimi, Port Maxhestic, Vuode and Dun Cestour.
Section 6: The provincial capitol is the Historic Water Tower (North Point Water Tower). The Tower shall forever be known and referred to as "Unity Tower" to celebrate the joining of our great provinces after years of dispute over ownership of the tower. The entire intersection surrounding the tower, including the traffic roundabout and all grassland, shall be known as "Unity Park" and are part of the provincial capitol.
Section 7: The official motto of this province is "Onward! Upward! Forward!"
Section 8: The Isle of Cézembre is considered to be the rightful domain of the most glorious province of Maritiimi-Maxhestic. This fact will never be forgotten, and we shall make every effort to stretch out our hand to our downtrodden allies.
ARTICLE II: The Cunstuval Section 1: A Cunstaval shall be appointed by the reigning monarch of Talossa to serve as that personage's liaison within the province and formal representative. In accordance with the Organic Law, this Cunstaval shall have the following powers and no others:
Subsection A: The Cunstaval shall have the power to create provincial holidays, should the Assembly create such an institution.
Subsection B: The Cunstaval shall have the power to grant provincial titles of nobility, should the Assembly create such an institution.
Subsection C: The Cunstaval shall have the power to pardon those convicted of crimes by the Assembly or commute their sentences, should the Assembly create such an institution.
Section 2: The term of the Cunstaval shall be without end, unless the monarch of Talossa should remove him or appoint another in his place.
Section 3: The Cunstaval shall be responsible for the swearing in of each member of the Assembly and the dissolving of each session of the Assembly. The Cunstaval shall also be responsible for the swearing in and dismissal of the Grand General Secretary.
ARTICLE III: The Assembly Section 1: The Assembly is the provincial legislative council of the United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg. It is a unicameral, multi-seat assembly which consist of as many seats as were claimed during the previous election period. This Assembly shall have the power to make whatsoever laws it deems necessary to protect the rights of citizens and advance the province, limited only by the boundaries given within this document.
Section 2: As established within the Organic Law, the Assembly shall pass no laws which would entail the repeal or amendment of the Organic Law or a national statute. No provincial statute shall be passed which contravene either that Organic Law or national statutes. Additionally, the Assembly shall not pass laws which establish weights or measures; nor shall it pass laws which establish a provincial currency, coinage or legal tender; nor shall it pass laws which establish copyrights, patents, or trademarks. Any law, resolution, or amendment shall be deemed invalid and without effect to the extent to which it violates national law or Organic law.
Section 3: Candidates for Assemblypersons shall be required to be at least fourteen years of age, a citizen of good standing of the United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg, and free from any criminal record in Talossa. The time and manner of elections for Assemblypersons shall be determined by any applicable United Provinces Laws.
Section 4: Sessions of the Assembly are instantly convened and dissolved with those of the national Ziu.
Section 5: Members holding seats are known as Assemblypersons.
Section 6: The provincial head of government is known as the Grand General Secretary.
Section 7: The Assembly will nominate and elect the Grand General Secretary from within it's own body as the first order of business of each session. He may be removed at any time by another majority vote of the Assembly, for any reason.
ARTICLE IV: The Government Section 1:The Grand General Secretary has ceremonial power to represent the province as needed, but shall exercise no other power.
Section 2: The Provincial Secretary is charged by the Assembly to take such reasonable actions as he or she might deem necessary to preserve and publicize the constitution and laws of the United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg. The Provincial Secretary shall convene and conduct legislative sessions of the Assembly in a manner similar to the Secretary of State on the national level and in accordance with any applicable United Provinces Laws. There are no specific qualifications to be Provincial Secretary. The term of office is one hundred years. The Provincial Secretary shall be appointed by majority vote of the Assembly as often as is thought necessary.
Section 3: The Provincial Burgermeister shall be appointed by the Grand General Secretary with a simple majority confirmation of the Assembly. Once appointed the term of office is one hundred years. The Provincial Burgermeister can be replaced by the Grand General Secretary with a 2/3 majority confirmation of the Assembly. The Provincial Burgermeister shall be regulated by United Provincial Laws.
ARTICLE V: Passing Legislation
Section 1: Legislation can take several forms, and shall be appropriately titled as according to the forms below.
Section 2: A motion of the assembly shall express general intent to the exterior of the assembly or shall govern self-governance of that assembly. Inasmuch as shall be possible, it will not mandate behavior, but suggest it. Passage of a motion shall require a majority of votes of the assembly.
Section 3: A provincial statute passed by the assembly shall establish the rule of law within the province. The primary purpose of statutes shall be to ensure the rights of the citizens of the province as guaranteed by the Organic Law of the nation, and the secondary purpose shall be to further the interests of the United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg. Passage of a statute shall require a majority of votes of the assembly. Provincial statutes are known an United Provinces Law.
Section 4: Bills that have passed must be signed by the Cunstaval. Bills are silently assented to after 30 days if not publicly assented to sooner
Section 5: The Grand General Secretary may make a 'United Provinces Decree' (UPD). A UPD takes full force of United Provinces Law. The Assembly may repeal a UPD by 2/3 majority.
Section 6: The Cunstaval may veto any bill once. It will then be sent back to the Assembly for another vote. These bills are then passed by a 2/3 majority and are not subject to further veto.
ARTICLE VI: Judicial Powers Section 1: The judicial power of the province shall be vested in the Assembly . Section 2: All matters of grievance shall be brought before the Assembly who shall deliberate and make judgement on the matter at hand. This shall be carried out in accordance with any applicable United Provinces Law.
Section 3: Any decision made by the Assembly in this manner may be challenged by filing an appeal with the Clerk of Courts on the national level.
ARTICLE VII: Emergency Powers
Section 1: The "time of good behavior" within the Organic Law is formally defined thusly: a term within which interest and feasance has been exhibited by the citizenry, as measured by Assembly activity. If an entire Assembly term should pass without any activity by that Assembly, consisting of a vote on at least one matter, the following term the province would be considered to be behaving badly. At such a time, the cunstaval of the province will wield all powers delegated to the Assembly and Grand General Secretary for this term and shall be titled "Emergency Dictator" within the province. The "Emergency Dictator" will be tasked with the responsibility of restoring the legitimate government to usefulness by inspiring provincial activity, and his powers will end with that term. Accordingly, the Emergency Powers will always expire after a time period of one term.
ARTICLE VIII: Amendments to the Constitution Section 1: This document may be amended only by a bill passed with a supermajority, wherein two-thirds of the members of the Assembly vote in favor, but such an amendation will not be valid unless it is further passed by a majority vote of the people. This document may be repealed by unanimous vote of the Assembly, but such a repealing shall not be valid unless it is further passed by a majority vote of the people.

INTRODUCTION
Section 1: Election Law 1.1. The size of the Assembly of United Provinces of Maritiimi-Maxhestic, Vuode, and Dandenburg. Passage shall be equal to the number of citizens who responded to the 'United Provinces’ Assembly Call' during the most recent national election. This is intended to give each United Provinces’ citizen the opportunity to have their share of representation in the Assembly.
1.2. Responding to the "United Provinces’ Assembly Call' is simple, and amounts to giving public notice to the United Provinces’ citizens during the national election. To facilitate this process, the Provincial Secretary will post a notice of this requirement, no earlier than ten days before, and no later than, the national 'Balloting Day'. This public notice shall be formally called the 'United Provinces’ Assembly Call' and must be made available on request to any United Provinces’ citizen who requests it. The 'United Provinces’ Assembly Call' is updated each time a United Provinces’ citizen answers the call. The "United Provinces’ Assembly Call' must indicate each United Provinces’ citizen who wishes to accept the ‘United Provinces’ Assembly Call', who they are appointing their seat to if they are not taking it themselves, and any information about their political positions in the United Provinces.
1.3. The 'United Provinces’ Assembly Call' will be closed at the same time as national elections on 'Election Deadline'. Individuals, either themselves or delegated, listed on the 'United Provinces’ Assembly Call' shall be issued their seats in the Assembly. Seats may not be reassigned unless first voluntarily relinquished by their Assemblyperson, who may relinquish either all or any of their seats as they choose.
1.4. Senate elections for the United Provinces shall be held simultaneously to national elections. During the week preceding the election, the Provincial Secretary shall call for those wishing to run for Senate to make public both their candidacy and a 50-word statement. At the start of the election, the Provincial Secretary shall open the voting, and voters shall rank the candidates in preference order. The rules of Instant Runoff Voting (Alternate Voting) shall be used to determine the winner.

The Constitution is too long. Keep what was statuary law remaining as statuary law.
