WHEREAS there are debates on the Cunstaval nomination process AND
WHEREAS some people have expressed doubt on the availability of current Cunstavals, with at least 2 of them appearing to be missing in action AND
WHEREAS at least one province, Benito, has approved an alternate method for nominating their Cunstaval, even renaming the position
THEREFORE the Ziu resolves to consult the population in a referendum to amend the Organic law as follows:
Add a new Section 9.1 to Article XVII: Territorial Subdivisions:
9.1: A province constitution may provide an alternative method for nominating the Cunstaval of that province or rules determining who the King may nominate as Cunstaval of that province. Province may provide an alternative name for the Cunstaval of their province which shall be used in an official process.

I am against this amendment, and I was against the similar one that was proposed in the last Cosa. The Cunstaval of a province is the King's representative in that province, and is not just another representative of the provincial government. Although I agree that Cunstavals who are MIA should be replaced, having the province nominate a replacement that the King is required to appoint renders the entire concept of having a Cunstaval unnecessary in the first place.

renders the entire concept of having a Cunstaval unnecessary in the first place. And that is a problem? That is another debate. But if we leave the King with no power to appoint who he wants representing the Crown in a province, then we might as well not even bother with having Cunstavals.

Royal representation is one of the few caveats of of having a constitutional monarchy. The king should be able to pick and choose who he deems worthy of representing his will. It would be unfair to try and make him jump hoops to pick someone who'd be representing him in the first place. Instead of this, we could give provincial governments the right to request the king for a new Cunstaval. Anything more than that, I'm opposed to.

Provincial governments can make such requests today, can't they? If I don't act on a reasonable request, that's my fault; but the request is always perfectly in order.

The provinces should just be encouraged to take advantage of the current system.
