As a major proponent for increased provincial activity, I'm here to try my best and start with my own province. There seems to be a trend where provinces are unique to each other when it comes to its cultural heritage. What's M-M's cultural heritage?

German and totalitarianism. We kept the one, and shifted the other to extremist democracy. We are also long-noted for our activism. We were the first province to hold our own elections!

No. We tried it (http://talossa.proboards.com/thread/8176/mm-8th-assembly-election) and it was kind of a disaster. Shockingly low voter turnout. That's why among my first items of business in every Assembly since is a request to the national SoS to run our election, until such a time as we can sort out the problems and a better system.
Right now my provincial goal is a functional Assembly, myself. I'd urge citizens to vote for the only party that has ever shown up and gotten things done in the province: the RUMP. But I really look forward to working with you, no matter how many voted each party gets!

Looking at bill sponsorship on the M-M wiki, I think you may have meant to say "I'd urge citizens to vote for the only person that has ever shown up and gotten things done in the province: Alexandreu Davinescu.
That is good to hear. It seems like the goals of the M-M divisions of MRPT and RUMP are fairly aligned.

Instead of starting from the top to try and alleviate our lack of activity, why not start from the bottom? We need to hold a provincial election in my opinion. It would be beneficial if new leaders and representatives are elected. Turning over a new leaf so to speak.

Also, we should do an unofficial census (or role call) of current and active M-M citizens. It would make things easier for us

I'd love to have some sort of German integration here, with a page of resources. I'd love a trilingual (English/Talossan/German) webpage. And a census would also be good, although hopefully there will also be a national census if the Government ever gets off its duff.

Lucky for you my girlfriend is fluent in German so I'll put her to work Also, we should hold some sort of event (preferably beyond the Witt and the forum) that would allow M-M's citizens the opportunity to participate in some way. Any ideas?

Well, the orders by which business is conducted. We should really have some sort of rules about who can make what motions, and when. For example, it's unclear if I can call a question during discussion, or if there are limits. Our version of Robert's Rules of Order.
I love the idea of an M-M event, but nothing comes to mind right offhand. I'll think on it.

Standing orders would be great. I looked at past assemblies and couldn't figure out how they functioned, apparently because they function randomly

A formal Rule of Engagement would be beneficial, indeed. We should author one for the Assembly. I still think we should just have a snap election

Past assemblies functioned on the basis of "what is Alexandreu saying now?" It was also known as democratic absolutism.
I'd love to talk election specifics in the new term. Francal, I hope you'll also have seat(s) in the Assembly?
