True but by Charles' time, the HRE doesn't have the pull as it would seem it did. In title he's indeed the heir to the throne of both Spain and the HRE, but in practise, he's not really heard.

That is true since the HRE was a bunch of German princedoms, archbishophric, and merchant republics loosely controlled by the Hapsburgs.
