Requiring redemption in person would make speculation less likely. But it will undermine the usability of the system, de facto limited to Milwakee area... And it doesn't resolve the biggest problem: the large amount of louis to be redeemed are those recived by Sir Fritz as payment for beers. And unless a system of pre-buying is adopted (which has some negative aspects), or a mixed system (which however need redemption in dollars for a part of the louis), redemption in dollars it's needed. And should be granted (assuming that Sir Fritz doesn't want to have such a large amount of louis) Form "normal" redemptions could be set limitations etc...

Definitely, special rules would apply to Mr. Fritz's and any other establishments that sign up as "consulates." But redemption should not be a big concern for most others, who will probably be seeking Talossan currency mainly for collection or souvenir purposes.
