I had always pictured the census as an event, not on ongoing opportunity. The idea is not just to collect demographic information, but to track how demographic information changes from one point to another. Having it at distinct periods of time -- every six months or so -- allows us to look at developing trends in our country. If it's a rolling process, then won't it be harder to evaluate how it changes over time? I'm honestly asking... I don't know. I could just resend the Census on every Census day, regardless of when it was filled. Let's say that we pick December 26th, everyone who last filled the census before December 1st would be re-invited to fill it (we would give a pass to those who filled it in December). That way, people will answer in the end of December and January. We send a reminder in January for the later-fillers, and another in February. Then, we wait until 1 year after the filling: if they were late the previous time, it might be only June, with a final warning 1 month later. The system sleeps again, and on December 26th, they get another email to fill the census.

Doing the census now. Will post full thoughts at some point, but just a small thing: Birthdate should really ask for a specific format. I filled in dd-mm-yyyy , but some people might get the wrong date from that.

Ok, this morning, I added many of the questions that were on the 2009 census. I added some new answers, since I think only the options which WERE filled in ended up in the results. The Geographical options for example, didn't have Africa or South America, probably because we didn't have anyone there.
I still need to create a new control type: multiple checkboxes, which I will do tomorrow.
I also put my previous "census" as data to update. Would have solve the problem of the new questions?
PS: we now have 2 Gender questions. One for the census, and one for the updates. You could fill in the census and not the updates so that it remains anonymous.

The census law is written around a census conducted as a discrete event. I think it makes sense to conduct the census over a specified time period. First, collecting demographic information through the census gives a "snapshot" of the population at a specific point in time, which can be compared to other points in time. A continuous census makes the picture more muddled. Second, I think participation in the census would be maximises by treating it as a campaign with a deadline. A continuous census becomes background noise with no sense of urgency.

In that case, I would send it like I said above: people get a lot of reminders over a short period of time, perhaps during every 3rd Clark, so that it's at least once a year and never during election (so as to not confuse the issues). My census page then, would be up at all times, BUT, outside of the Census period, it could display a message saying "The Census is over, but feel free to update your contact information". What do you think?

That makes sense. And we could make a big production of the census every six months or so -- January is census month! or whatever.

Would it be possible to make the always-available page limited to updating contact information, so that we're only collecting private demographic information during a census period as approved by the Seneschal?

Any questions that the census sent out to citizens asks them need to be approved by the Ziu. I do not anticipate difficulty getting the Ziu to approve a question asking people if they want to update their email address. I have sent an email to ministerofstuff@kingdomoftalossa.net on October 28, 2015 requesting for Identification Card which is kept pending till todate. How such deaf ears minister runs the government of Talossa...is a matter of deepest regret. I have seen first state which citizens doesn't have identity tags. It is only a supreme question from my desk..................Thank you in anticipation if, it is heard?

It is a desired project, however.

I have now added a few new columns on the Citizens page.
A few weeks ago, the citizens page hadn't changed since 2002 (with the exception of putting the red lines for fake citizens).
And now, the last recorded election vote, the month of the last census are in it. That was over the weekend, but I wasn't done.
This morning, I added a new field (and a new column) with a Note on the citizen.
For example, I noted all of the former Kings, and I renamed Ian Lupul so that instead of being "King John 1 (Ian Lupul)" he would be Ian Lupul with a note of "King John I".
I added "Prince of Prospect" to Prince Patrick, I added the justice, and the Secretary of State.
Next step: automating the Senators and the Cosa Members.
