Esteemed Mençei, Fellow Senators,
A lot has been said about this Amendment in the hopper already. I dont have much to add to that I guess.
Currently, it is very easy for anyone to get seats in the Cosâ. Big parties have nearly unlimited about of seats to distribute to anyone they want, even after a bad result. Single person parties can get seats even without any votes from outside their own candidate list. This certainly has its advantages, but it also means we cant really expect much from our MC's. You dont have to be active or care about anyone elses opinion to get seats in the Cosa. At the same time, provinical assemblies, that could serve as a place to gather experience before getting in the real cosa are often inactive. New citizens dont really care much for their province. After all, they can get Cosa seats right away if they want to. Now, this amendment does not immediatly change the Cosa into an exclusive elite chamber with only experienced citizens or seriously affect the proportionality. It does not disproportionally affects small parties, like a threshold would. It does not exclude talented new citizens from becoming MC;s All it does increase competition just a little bit, so MCs have to do a little more work to get into the Cosa. And it brings us closer to a real Cosa on the middle-long term. I think this is a good idea, so I would urge my fellow senators to vote PER on this one.
