My name is William Beng. If it so please the Squirrel King at Arms, I hereby request the assistance of the college in designing and procuring arms for me and my rightful heirs. My favourite colour is sable. I would like something that features the chinese symbol "beng" to reflect my ancestry. I have attached a sample of what I am thinking. Attachments:

Actually, we don't grant Coats of Arms to Prospective Citizens.
Once you have been granted Citizenship, then you can request a CoA.
Until then, we will be unable to move forward upon your request.
Sorry!

We can't even talk about it? I mean, I can understand if things aren't going to be granted to a prospective. But we can't even start the design process? Seems kinda like a waste of time.

Yes, we need to wait until you can formally petition the College , and you can legally be assigned the Coat of Arms you request.

I know how eager you are Bill, but please understand there are rules and the Royal College of Arms has very specific guidelines that must be followed. Don't worry, in 15 days or so you can petition for a grant of arms! :-)

I just want to start talking about the design process, honestly. But evidently we're not allowed to do that.

And where does it say in the rules? I'm looking, but do not see it.

Where is the rule explicitly closing out prospectives and other aliens? It says that all citizens are entitled, true enough. But explicit allowance doesn't, ipso facto, exclude those who aren't listed.
Didn't you grant arms to a former Republican in honor of the reunion? Bent the rules there, it seems.

But former republicans got cizizenship of Talossa. And remember BY FACT OF HIS OR HER CITIZENSHIP. By fact means that if you are not citizen you can not have.

Tamoran dal Nava was reoathed on the 19th of April. Arms granted on the 20th of the same. So please, don't tell me that the endtire design process was completed in less than 24 hours. A little research goes a long way, and I have a hard time living up to a single standard, much less a double one.

No, as a Talossan continuosuly since 1998, he had been considering the matter for quite some time. A little research goes a long way, and I have a hard time living up to a single standard, much less a double one. You are really trying hard to make a favourable impression on us.

Ián Anglatzarâ is correct.
Once he actually became a Citizen of the Kingdom, he was awarded his CoA.
Just like you, if you become a Citizen.

Take my advice as your TALOSSAsisstant and drop this until you are given the oath as well.
