In what way does 41RZ12 amend the orglaw? Correct me if Im wrong, but I think its just replacing another act and therefore only needs a majority.

41RZ9: The Talossan Neutrality Amendment : CONTRA. CONTRA, CONTRA. As I discussed in the initial argument, we need to take a stand when the world around us in chaos. To ignore evil is to condone it. I do not wish to see our country stand around, being handcuffed to speak out, or to take action against a country that is a rogue nation. It is required of us to protect those that cannot protect themselves.
41RZ10: The Right to Equal Education Amendment : PER . While I don't think this is an issue, and I haven't heard of anyone complaining about being denied Education, it's a decent idea.
41RZ11: The Diet Coke of Provinces: Pengöpäts Amendment : PER. I do this for the Penguins that cannot speak for themselves, but cry out for our help.

As to, 41RZ8, The Nothing is Impossible for a Talossan Act, I vote CONTRÂ. Alas, as often as we depart from the probable, we shouldn't start venturing into the impossible to boot. I will not be unhappy to see this pass despite my vote, however: ad astra per impossibilium!
As to, 41RZ9, The Talossan Neutrality Amendment, I vote CONTRÂ. There is no sense in tying our hands just because our zipper happens to be up for the time being.
As to, 41RZ10, The Right to Equal Education Amendment, I vote PER, but with the admonition that I will vote against it when it comes to the referendum. Still, it deserves a vote with the people, since it is a solid proposal.
As to, 41RZ11, The Diet Coke of Provinces: Pengöpäts Amendment, I vote an emphatic CONTRÂ. Actually, I vote eleven or twelve CONTRÂ.
As to 41RZ12, The Micronational Reform Act, I vote PER. I see no lessening of our national security or interests, and it may spark additional activity. As Seneschal, I also vow immediate action when it comes to the endowed powers.
On the Vote of Confidence, I vote ÜC.

On the matters of:
41RZ8 The Nothing is Impossible for a Talossan Act, while I bake cakes, I like pretty cakes and I like to bake pretty cakes, but there is nothing more enjoyable than eating a pretty cake. So, I hereby vote CONTRÂ to this bill and would recommend to this chamber that instead of just looking at cakes, we can take a picture of said cake and admire it still while enjoying its double cream and jam filling!
41RZ9 The Talossan Neutrality Amendment, while I like the spirit of this amendment, I think it has a number of major flaws, this first being that it literally removes the power of Talossa to declare war against anyone who attacks us. With Art. XI Section 4 of the OrgLaw amended to remove the power from the Seneschal and by extension the Cosa to declare war, who then has such a power and how may it be utilised? Furthermore, I do not believe that a permanent state of neutrality needs to be enshrined in the OrgLaw, I believe that Talossa should remain neutral as long as her citizens wish her to remain neutral and should a conflict occur where the people of Talossa feel passionately that their nation should support another with force of arms, then Talossa should be free to quickly change policy and/or statutory law to engage in such rather than have a long draw out OrgLaw amendment. I support Talossa being neutral, however I do not want to rule out engaging in war forever, as there may be something in the future which may be worth fighting for. Therefore, I vote CONTRÂ to this bill.
41RZ10 The Right to Equal Education Amendment, again a good amendment in spirit, however I don’t think this should be enshrined in our OrgLaw. The OrgLaw already states that all citizens are equal (Fourth Covenant) and this amendment is needless to say the least. A statutory law bill building on the fourth covenant could accomplish what this amendment is trying to accomplish and more, without making it difficult to amend in the future or making the OrgLaw more complex and icky. It we allow this in, will we have to provide similar amendments for Healthcare, Housing and other similar basic entitlements? Therefore, I would be happy to see a group of laws building on the fourth covenant rather than adding more which say the same essentially thing as the fourth covenant. I vote CONTRÂ to this bill.
41RZ11 The Diet Coke of Provinces: Pengöpäts Amendment, since I voting a lot of Contras I think, I should at least vote per to one bill, so I vote PER to this bill in full hope it doesn’t pass or gets vetoed.
41RZ12 The Micronational Reform Act, this act has really got me split in two, there are a lot of pros and cons to this bill and it’s a matter of weighing up which weighs more. After much thought, I came to the conclusion that Talossa could suffer from this bill as her citizens will no longer be focused on one nation but on several, meaning they will have less time to devout to Talossa which has been suffering a slowdown in activity of late, this added to the fact that how can I be a citizen of the Kingdom of Exampland and still not be in contradiction with my oath of citizenship in the Kingdom of Talossa. I knew when joining the Kingdom of Talossa that I would not be able to join any other micronation, it was a commitment and sacrifice I made to join this wonderful nation, if I wanted to be a citizen of somewhere else then I had plenty of time to get out before I became a citizen. This being said, I am not against a bill which would allow citizens to become a “friend” or “participant” in a micronation, without allowing them to become citizens of a micronation. Therefore, I vote CONTRÂ.
On the Vote of Confidence, I vote ÜC.

S:reu Davis made a good point. If I'm not completely sure about an amendment, why not let the Talossan people speak about this. If the Talossan citizens feel they are not protected enough and are in need of this extra protection guaranteeing equal education, I dont want to be one denying them that right. Therefore I want to change my vote on 41RZ10 (if possible) from AUS to PER, even though I will still be voting AUS on the referendum.
